Draft Letter to NCDOT District Engineer <br />INFORMATION CONTACT: <br />Karen Lincoln, ext. 259 <br />Paul Thames, ext. 2303 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel HIII 968-4501 - <br />Durham 688-7331 <br />Durham 688-7331 <br />PURPOSE: To consider a list of roads the County would like the North Carolina Department of <br />Transportation (NCDOT) District Office to recommend for resurfacing. <br />BACKGROUND: Each year, the NCDOT District Office provides the NCDOT Division Office with <br />a recommendation for roads to be resurfaced during the upcoming fiscal year. Resurfacing <br />recommendations are based on pavement condition surveys that are executed every two years. <br />NCDOT engineers survey every state-maintained road and note pavement characteristics, problems <br />and types of pavement failures. The surveys are rated in acomputer-generated report that rates all <br />roads according to pavement condition with 100% being best condition. Resurfacing <br />recommendations are selected from roads generating the lowest ratings, and the list is restricted by a <br />dollar amount equal to the previous year's resurtacing allocation. <br />This year, for the first time, the County has been invited to submit any known resurfacing needs to the <br />District Office to be evaluated and considered when the District Engineer composes his list of <br />resurtacing recommendations for summer 2002. A list of this year's resurtacing recommendations is <br />attached. All resurtacing projects on the attached list have been let and are expected to be completed <br />this year. <br />Staff is compiling information on county roads to make a recommendation for the Board to consider. <br />Neither planning staff nor the County Engineer have received requests for resurfacing state- <br />maintained roads or complaints of poor pavement conditions. Therefore, staff is soliciting input from <br />Emergency Management Services and the Sheriffs Department, county agencies that are most <br />familiar with conditions on all roads throughout Orange County. Staff will present information <br />submitted by those agencies and county maps depicting any road segments recommended for <br />resurfacing. <br />FINANCIAL IMPACT: There is no financial impact associated with this decision item. <br />RECOMMENDATION(S): The Administration recommends that the Board discuss resurfacing <br />needs and submit a letter to NCDOT District Engineer listing Orange County's resurfacing <br />recommendations. <br />
