i
ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: March 6, 2001
Action Age da
Item No. ~•~
SUBJECT: Delegate to Triangle Clean Cities Designation Celebration _
DEPARTMENT: ERCD PUBLIC HEARING: (Y/N) No
ATTACHMENT(S): INFORMATION CONTACT:
Clean Cities Program MOU David Stancil, 245-2590
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968501
Durham 688-7331
Mebane 336-227-2031
PURPOSE: To authorize a member of the Board to attend-the Triangle. Clean Cities
designation celebration on March 19 and sign the non-binding Memorandum of Understanding
as a stakeholder in the Clean Cities program.
BACKGROUND: In the fall of 2000, the Triangle region was designated as part of the U.S.
Department of Energy's (USDOE) Clean Cities Coalition. This program is closely related to the
Cities for Climate Protection program administered by the International Council for Local
Environmental Initiatives (ICLEI).
On March 19, a celebration and signing ceremony will be held at the McKimmon Center at N.C.
State University in Raleigh. Part of the Designation Ceremony will be an opportunity for
regional stakeholders to be recognized by signing a Memorandum of Understanding (MOU)
with the USDOE.
This non-binding document affirms the participating organizations' commitments to the
coalition's efforts as laid out in the Triangle Clean Cities Program Plan (generally, to voluntarily
consider altemative fuel and low emission vehicles). The Commission for the Environment is
currently working on this issue, and a grant has been submitted for the purchase of altemative-
fuel vehicles.
The Clean Cities regional program coordinator has asked that a representative of each
stakeholder board be on hand to sign the document as a participating stakeholder in the
coalition. A sample of the MOU is attached, along with excerpts from the Clean Cities program
plan.
FINANCIAL IMPACT: There is no financial impact involved in signing the non-binding MOU.
The County has already taken steps to voluntarily pursue altemative fuel and low emission
vehicles.
