Benedict, AICP, Planning Director <br />FROM: Eddie Kirk, Planner II . <br />DATE: February 21, 2001 <br />SUBJECT: A: Private Road <br />B: Stream Buffers <br />C: Landscaping in Sunrise Springs Subdivision <br />Follownp to Board of County Commissioners February 20, 2001 meeting. <br />ISSUE: Private road. The issue was raised in the County Commissioners meeting last night <br />regazding the possibility of a private road in Sunrise Springs Subdivision. The proposed <br />subdivision does not meet the criteria for the justification of a private road as referenced in <br />Section IV-B-3-d-1 of the Orange County Subdivision Regulations. Public roads aze encouraged <br />by county regulations. <br />I have attached a memo from Phil Post dated November 20, 2000 regarding the difference in the <br />grading and clearing of a private and public road. The difference in the amount of cutting and <br />grading that would be done at the entrance where the slight rise is now. I believe this is the azea <br />the neighbors aze concerned with. <br />ISSUE: Stream Buffers. Stream buffers aze required when a stream is designated on the USGS <br />maps as an intermittent or perennial stream. The drainage azea through this property is not a <br />designated intermittent or perennial stream therefore a stream buffer is not required. A tota130- <br />foot, drainage easement is usually applied to drainageways of this nature. The developer has <br />agreed to place a 30-foot conservation easement on each side (60 foot total) of the drainageway <br />which is in excess since no minimum is required. <br />ISSUE: Required Landscaping: The Orange County Subdivision Regulations require a Type A <br />30-foot buffer on Sunrise Road and a Type F 100-foot buffer on Interstate 40. The Type A <br />buffer requires deciduous and/or evergreen vegetation, forming semi-opaque intermittent visual <br />obstructions. The Type F buffer requires predominantly evergreen vegetation that is opaque. <br />These azeas along with the existing vegetation remaining in the buffers and Leyland Cypress to <br />be planted more than satisfy the requirements for a Type A and Type F buffer. <br />
