<br />program, based on the Consolidated Agreement Addenda for State funds. This <br />budget amendment provides for an equal reduction in revenues and expenditures to <br />reflect these changes. The department plans to re-allocate available General Health <br />Promotion funds to cover this decrease. <br />• Food and Drug Administration – This action provides for receipt of grant revenue <br />of $3,000 from the Food and Drug Administration to be used for training staff related <br />to food safety standards. <br />• United Way Grant Award – The department received notification of a grant award <br />from United Way in the amount of $31,809 in FY 2019-20. These funds will be used <br />to temporarily increase a current .50 FTE Navigator position to a 1.0 FTE position in <br />the Family Success Alliance program for FY 2019-20. <br />• Formerly Incarcerated Transitions (FIT) Program – As of June 30, 2019, the <br />department has deferred revenue of $2,965 from a Duke Endowment grant related to <br />the FIT Program for use in FY 2019-20. These funds will be used for project support <br />and department supplies. <br />• No Fault Well Repair Fund – This fund was established in FY 2001-02 with an initial <br />budget of $102,500, consisting of one-time revenue form American Stone Company <br />of $87,500 and annual revenue from Orange Water & Sewer Authority (OWASA) of <br />$15,000. As a condition of a special-use permit granted to American Stone <br />Company for the expansion of the rock quarry located on Highway 54 West, the <br />Fund was established for the benefit of residents within 3,000 feet of the existing <br />quarry. The fund is dedicated for the repair or replacement wells in that area that fail, <br />and the failure is found to be unrelated to the quarry operations. <br /> <br />The last budget amendment approved by the Board of County Commissioners for <br />receipt of the annual $15,000 in OWASA funds occurred on February 21, 2012. <br />Since that time, the Fund has received an additional $105,000 in OWASA funds. <br />This budget amendment provides for the receipt of these additional funds within the <br />No Fault Well Repair Fund, which is a Special Revenue Fund outside of the General <br />Fund. <br /> <br />This budget amendment provides for the revenue changes listed above. (See Attachment <br />1, column 3) <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br />applicable to this item: <br />• GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br />ENVIRONMENTAL POLICIES <br />The fair treatment and meaningful involvement of people of all races, cultures, <br />incomes and educational levels with respect to the development and enforcement <br />of environmental laws, regulations, policies, and decisions. Fair treatment means <br />that no group of people should bear a disproportionate share of the negative <br />environmental consequences resulting from industrial, governmental and <br />commercial operations or policies. <br />• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br />The creation and preservation of infrastructure, policies, programs and funding <br />necessary for residents to provide shelter, food, clothing, and medical care for <br />themselves and their dependents. <br /> <br />4
