(See Attachment 1, column 1) <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br />applicable to this item: <br />• GOAL: CREATE A SAFE COMMUNITY <br />The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br />gang activity, substance abuse and domestic violence <br /> <br />Department of Social Services <br /> <br />2. The Orange County Department of Social Services (DSS) has the following revenue and <br />technical amendment changes to the FY 2019-20 budget: <br /> <br />• Community Response Program - The Orange County Partnership for Young <br />Children has increased the award for the Community Response Program by <br />$2,085 from previous year’s award to $15,835. This increased revenue will <br />support activities related to Triple P (Positive Parenting Program) and/or <br />Attachment and Behavioral Catch-Up programs. <br />• Community Response Program - DSS has received a separate one year <br />$100,000 grant award from the North Carolina Department of Health and Human <br />Services for the Community Response Program (CRP). CRPs are intended to fill <br />a gap in the continuum of child maltreatment prevention programing by reaching <br />out to families who have been reported but whose cases have been screened out <br />at intake. These funds will be received and expended in FY 2019-20. <br />• Juvenile Crime Prevention Council (JCPC) - The Juvenile Crime Prevention <br />Council awarded its final FY 2019-20 funding, which was approved by the Board <br />of Commissioners on June 18, 2019. Due to the timing of the approved final <br />funding amounts, which differs from the amount of JCPC funding included in the <br />budget ordinance, this budget amendment incorporates the revised funding <br />amounts, which increases JCPC revenue by $15,500, reduces the County match <br />by $6,666, and thus decreases a fund balance appropriation in the General Fund <br />by $22,166. <br />• Technical Amendment - Funds awarded to the Interfaith Council and Orange <br />Congregations in Mission are to be routed through the Social Services <br />departmental budget. This budget amendment will move $136,053 from Human <br />Services Non-departmental into the Social Services budget. <br />2
