8 <br /> • Attachment 4, FY2019-20 County Fee Schedule <br /> Commissioner McKee said he has objections to dedicated taxes, and the proposed <br /> increase of salaries, and thus he will vote no on this budget. <br /> Commissioner Price said she will vote for the budget, but she has an issue with the <br /> cent tax for the climate change, because the County is already doing many things, and when <br /> she looked at all of the fees and tax increases, she realized that, for some people, this could be <br /> the proverbial straw that broke the camel's back. <br /> Commissioner Marcoplos said the budget is a balance of compromises that the Board <br /> makes, and it has an obligation to many interests in the County. He said there is schools, <br /> health, public safety, and the residents in the OCS are happy with less. <br /> Commissioner Marcoplos said this budget meets the needs of the County under difficult <br /> circumstances. <br /> Commissioner Dorosin said he is concerned that comments, like those made by <br /> Commissioner Marcoplos, contribute to the division in the County, and the perception that one <br /> area of the county is subsidizing another part. <br /> Commissioner Dorosin said the Orange County Schools (OCS) Board asked for$1 <br /> million than what which the Board gave them. He said the residents may say do not raise my <br /> taxes, but the schools say more money is needed. He said the schools' interest should be <br /> recognized as well. <br /> Commissioner Dorosin said it is important to note that part of what the BOCC has to <br /> balance is the different interests throughout the county. He said the Board funds the schools, <br /> giving a lump sum, and the schools decide the priorities of the systems. He said the notion that <br /> the BOCC has funded this and not that, is inaccurate as the schools make the specific decisions <br /> on how to use funds. <br /> Commissioner Greene said the Board fully funded racial equity training for both school <br /> districts, and she encouraged both districts to hire minority teachers. <br /> Commissioner Dorosin said the Manager initiated the funding for the racial equity <br /> training. <br /> Bonnie Hammersley said it was a request from both districts, and was included in the <br /> recommended budget. <br /> Chair Rich said the Manager chose to do this as a direct line item, for which the County <br /> will pay. <br /> Commissioner Price said, over the years, she has heard the rivalry between the two <br /> school districts, which is sad.
