Commissioner Dorosin asked if Orange County is comparable with other counties in this <br /> area. <br /> Nancy Coston said there is a misconception that Orange County has no low income <br /> families. She said it involves all kinds of drugs and alcohol, and the domestic violence situations <br /> are complex, and often result in requiring DSS custody. <br /> Commissioner Marcoplos asked if these increases are happening across the country. <br /> Nancy Coston said yes, and Orange County is slightly slower in increasing foster care <br /> numbers, than other counties. She said this is a big problem. <br /> Chair Rich asked if all of the kids are being fostered. <br /> Nancy Coston said yes. She said the majority of children are in family foster care, with <br /> the next largest group being therapuetic foster care through the mental health system. She said <br /> the latter are still with families, but there is additional treatment and funding through the mental <br /> health system. She said kinship care is also used a lot, followed by a small group of very <br /> challenging children who do not do well in family foster care. She said some children are in <br /> emergency rooms for a horribly long time, and it can be very difficult to find good placements for <br /> some children. <br />
