The minimum landscape <br /> requirements for this Type "E" buffer will also be verified by Staff prior to the <br /> recordation of the Final Plat. <br /> Note: a portion of the buffer allows for individual well and septic areas. If utilized, <br /> however, the pro-rated amount of plantings would be required elsewhere within the <br /> 75-foot Type "E" land use buffer. <br /> Park/Recreation Space: Per Section 7.11.6 Payments in Lieu of Dedication of the UDO, <br /> subdivision developments are required to provide recreation amenities for local residents or <br /> make a payment in lieu to the County for future public park development. In this instance the <br /> applicant has indicated there will be trail systems in the open space for residents but there will <br /> not be dedicated public recreation areas (i.e. playground, etc.). <br /> The property in question is located within the R-10 Cheeks park district requiring a payment of <br /> $455 per lot. The applicant has agreed to pay the County $8,645 for the payment in lieu fee. <br /> The County will be able to utilize this money for public parkland development within the vicinity <br /> of the project to benefit all residents. <br /> STAFF COMMENT. The aforementioned fee gives the applicant credit for the <br /> existing residence thereby reducing the total required fee by $455. <br /> In accordance with Section 7.11.6 (B) of the UDO, staff has determined there is no <br /> recreation and/or open space sites designated within the adopted Comprehensive <br /> Plan for the property and that development of the subdivision will not impede <br /> identified park/recreation projects. <br /> The proposed payment in lieu amount is consistent with the requirements of the <br /> LIDO. <br /> Attachment 3 contains additional staff comments for this project. <br /> Courtesy Review: While this project is not within a required Courtesy Review area with the <br /> Town of Hillsborough, staff has submitted copies of the Preliminary Plan to Town Staff. To date, <br /> staff has not received any comments from the Town other than the site is in their long-term <br /> interest area, as delineated within WASMPBA, and that no municipal water or sewer services <br /> are nearby or planned in the future. <br /> Analysis: As required under Section 2.15.3 (C) of the UDO, the Planning Director is required to: <br /> `Determine if the plat and application conform with applicable regulations'and `submit a <br /> recommendation'on the Preliminary Plat to the Planning Board for consideration. In analyzing <br /> this request, the Planning Director offers the following: <br /> 1. The application has been deemed complete in accordance with the requirements of <br /> Section 2.2 and 2.15.3 of the LIDO. <br /> 2. Copies of the materials have been reviewed commented on by parties indicated in <br /> Section 2.15.3 (C) (3) of the UDO. <br /> 3. Staff has determined that the property is of sufficient size and design to support the <br /> proposed subdivision. <br /> 4.
