Brooks Contractor Inc, of Goldston, North Carolina is a sole source <br />provider of food waste collection and composting services, For the past six years, Brooks has <br />provided food and organic waste collection and composting services to Orange Community <br />Recycling. Brooks provides storage carts, collects food and other acceptable organic waste, <br />and composts it at their facility in Chatham County, This contract renewal represents a <br />combination of previous Contracts and Addendums, and includes service to UNC-Chapel Hill <br />dining halls and animal bedding generators. Animal bedding collection and composting service <br />was added for FY 2004-05, <br />FINANCIAL IMPACT: The cost of this contract is estimated at $179,000 annually (Food Waste <br />- $143,000 and Animal Bedding - $36,000), It is projected that Brooks will collect up to 1,600 <br />tons of Food Waste at $77.00/ton, Any amount over that tonnage would be billed at the <br />reduced rate of $57.00 per ton, In FY 2004-05, the $77,00/ton figure applied to the first 1,200 <br />tons, with the $57,00/ton figure applicable to tannage over that base amount. In addition, it is <br />projected that 400 tons of animal bedding will be collected at $40 per site per pickup. Funds for <br />this contract have been included in the recommended 2005-06 Solid Waste Management <br />Department operating budget. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the collection <br />and composting contract with Judy D, Brooks Contractor Inc. and authorize the Chair to sign it, <br />subject to final review by staff and the County Attorney, <br />
