These images are not <br /> consistent with bulk water intrusion, but are consistent with condensation from humid <br /> air leakage into the building. <br /> Approach <br /> HPBS proposes a series of steps to assess the building and the current remediation plans in <br /> order to either confirm the planned approach, or to offer alternatives. <br /> 1. Site Inspections-The site inspection will include visual inspection and diagnostic <br /> equipment to develop a theory of the moisture source and transport mechanism that is <br /> consistent with observations. <br /> 2. Mold active site Inspections—The visual inspection will include a thorough inspection of <br /> the observed surface mold. The assumption made in the January 2019 assessment is <br /> that the source of moisture is due to bulk water instruction which generally requires <br /> gypsum boards to be removed. Condensation, (which is more likely) on the other hand <br /> is a surface phenomenon that often can be remediated at the surface without removing <br /> gypsum boards. <br /> 3. Demonstration of the root cause of moisture intrusion —The site inspection will include <br /> recommendations of invasive inspections and/or monitoring that will prove or disprove <br /> the theory of the moisture intrusion episodes. <br /> 4. Review the Remediation Plans considering the additional diagnostic information <br /> gathered during the inspection/demonstration activities. <br /> Building Envelope Assessment Services <br /> High Performance Building Solutions (HPBS) proposes to perform a building envelope <br /> assessment services for the Orange County John Link Government Services Center building, in <br /> Hillsborough, North Carolina. These tasks will provide a quantitative and visual assessment of <br /> the building envelope including the moisture, thermal and air barrier integrity in order to <br /> identify opportunities to improve moisture management and performance of the building. <br /> Initial visual inspection: <br /> High Performance Building Solutions will bring its Engineer, Architectural Engineer and an <br /> associate Environmental Scientist to conduct a brief inspection of the building to inform a more <br /> thorough assessment of the moisture intrusion events. The initial inspection will include air <br /> sampling to document the current condition of air borne mold spore levels. The goal will be to <br /> develop an initial theory of the moisture intrusion dynamics. The deliverable will be a short, <br /> bulleted report of findings. <br /> Detailed building envelope assessment plan. HPBS will develop a detailed inspection plan to <br /> develop and demonstrate a complete description of the moisture source and transport <br /> mechanism of the current moisture problems. The plan will include as needed: building <br /> pressure and air moisture monitoring, Infrared thermography inspections, core sampling of <br /> Building Envelope Assessment Proposal <br /> Orange County Government Services Center building, Hillsborough NC Page 2 of 10 <br />
