7 <br /> County Manager- Food Council Program <br /> 9. The Food Council has received a block grant of $600 from the Center for Environmental <br /> Farming Systems and Community Food Strategies at North Carolina State University. <br /> This budget amendment provides for the receipt of these grant funds. (See Attachment 1, <br /> column 9) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this item: <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, <br /> incomes and educational levels with respect to the development and enforcement <br /> of environmental laws, regulations, policies, and decisions. Fair treatment means <br /> that no group of people should bear a disproportionate share of the negative <br /> environmental consequences resulting from industrial, governmental and <br /> commercial operations or policies. <br /> Tax Administration <br /> 10.Orange County Tax Administration is requesting funds in order to secure the services of <br /> Complete County Appraisal (CCA) to provide appraisal review of commercial and <br /> industrial properties in preparation for the 2021 Revaluation. CCA was used successfully <br /> in the 2017 Revaluation in a similar capacity. This budget amendment provides for a <br /> fund balance appropriation of $53,000 from the General Fund to cover the costs needed <br /> to contract with CCA. (See Attachment 1, column 10) <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact <br /> associated with this item. <br /> Miscellaneous — Non Departmentals <br /> 11.The FY 2019-20 Board of Commissioners' Approved Budget included funds of <br /> $1,128,115 for a Wage Increase of 2.0%, effective July 1, 2019. This budget amendment <br /> provides for the allocation of $1,128,115 within departments to cover the Wage Increase <br /> in FY 2019-20. <br /> 12.The FY 2019-20 Board of Commissioners' Approved Budget included funds of $25,000 <br /> for an increase in the Living Wage from $14.25/hour to $14.95/hour, effective July 1, <br /> 2019. This budget amendment provides for the allocation of $25,000 to cover the Living <br /> Wage increase within the affected departments. <br /> 13.The FY 2019-20 Board of Commissioners' Approved Budget included funds of $22,590 <br /> for an increase in phone stipends from $35 to $50. This budget amendment provides for <br /> the allocation of $22,590 to cover the Phone Stipend increase within the affected <br /> departments. <br /> This budget amendment provides for the allocations of the above mentioned <br /> Miscellaneous items to the affected departments. (See Attachment 1, column 11) <br /> SOCIAL JUSTICE IMPACT: There are no Orange County Social Justice Goal impacts <br /> associated with these items. <br />
