18 <br /> 1 <br /> 2 Commissioner Marcoplos asked if Commissioner McKee's motion would supplant is <br /> 3 proposed amendment. <br /> 4 Commissioner McKee said yes. <br /> 5 Commissioner Dorosin said if he supported Commissioner Marcoplos' amendment, it <br /> 6 would be with the understanding that the proposed projects proposed are just options, and the <br /> 7 Board can weigh in before any monies are spent. He said he does not want to approve set <br /> 8 monies for a particular project. <br /> 9 Commissioner Marcoplos said these ideas were just examples of how the monies could <br /> 10 be spent. <br /> 11 Commissioner Dorosin liked what Commissioner Greene said about the $75,000 already <br /> 12 earmarked for geothermal well study, and it would fit into the profile of what this amendment <br /> 13 would do. <br /> 14 Commissioner McKee said his motion does not specify projects, or the costs of any <br /> 15 projects, but is to insure a full and public vetting, which will provide better solutions within the <br /> 16 same timeframe of the amendment. <br /> 17 Commissioner Marcoplos said Commissioner McKee's motion will change the charge of <br /> 18 the Climate Change Committee, which may be unfair. <br /> 19 Commissioner Price said she seconded the motion because she wants to bring in other <br /> 20 governmental entities, and climate concerns do not go along political boundaries. <br /> 21 <br /> 22 VOTE: Ayes, 2 (Commissioner McKee and Commissioner Price); Nays, 5 (Chair Rich, <br /> 23 Commissioner Marcoplos, Commissioner Dorosin, Commission Greene, and <br /> 24 Commissioner Bedford). <br /> 25 <br /> 26 A motion was made by Commissioner Marcoplos to adopt this additional 1/4 cents to <br /> 27 fund County efforts to combat climate change initiatives and to quickly form a committee that <br /> 28 can decide how these funds would be spent, which could be made up of staff and board <br /> 29 members. <br /> 30 Commissioner Greene seconded this motion for discussion purposes. <br /> 31 <br /> 32 Commissioner Greene said she would like to offer a friendly amendment for this tax to <br /> 33 fund efforts to combat climate change, and projects will be prioritized by this Board, following <br /> 34 consideration by the Commission for the Environment, according to a formula that weighs the <br /> 35 social justice impact most heavily. Examples of potential projects are weatherization, solar <br /> 36 panels, geothermal wells, etc. <br /> 37 Commissioner Dorosin suggested adding racial equity. <br /> 38 Commissioner Marcoplos and Commissioner Greene accepted. <br /> 39 <br /> 40 VOTE: Ayes, 4 (Chair Rich, Commissioner Dorosin, Commissioner Greene and <br /> 41 Commissioner Marcoplos); Nays, 3 (Commissioner McKee, Commissioner Price, and <br /> 42 Commissioner Bedford) <br /> 43 <br /> 44 Amendment 011- (Hire a consultant to compile an inventory of agencies participating in <br /> 45 the workforce development pipeline available to Orange County and assess the <br /> 46 feasibility of a Tradescraft Center. Attachments (A1), (A2) Use Article 46 Sales tax to fund <br /> 47 the initiative.) <br /> 48 <br /> 49 Commissioner McKee said he does not understand how this does not duplicate the <br /> 50 schools' trade programs and Durham Tech's work. He asked if there is a reason to build this. <br />
