13 <br /> 1 NO SECOND <br /> 2 <br /> 3 MOTION FAILS <br /> 4 <br /> 5 A motion was made by Commissioner McKee, seconded by Commissioner Marcoplos to <br /> 6 transfer $250 000 from the OPED line item to the ADM schools. <br /> 7 <br /> 8 Commissioner Greene asked if the more senior members of the Board have thoughts <br /> 9 about OPED. <br /> 10 Bonnie Hammersley said $250,000 is only what is recommended in her budget, and <br /> 11 there is about $8 million in the OPED Budget. <br /> 12 Commissioner Price said she was thinking of using OPED for another amendment. <br /> 13 Commissioner Dorosin said the Board has been very conservative on the OPED <br /> 14 funding, and this is a reasonable amount to use. He said he is more concerned about the value <br /> 15 of the token gesture. <br /> 16 Commissioner Bedford said every penny helps the schools. <br /> 17 Commissioner Marcoplos said he is happy with this motion. <br /> 18 Chair Rich said the Board has used OPED funding in the past. <br /> 19 <br /> 20 VOTE: Ayes, 6; Nays, 1 (Commissioner Dorosin) <br /> 21 <br /> 22 Commissioner McKee said it is unusual for him to support using OPED, and he will <br /> 23 return to his long-standing position against doing so, moving forward. <br /> 24 <br /> 25 Amendment 001- (Increase taxes an additional 1/4 cents to fund county efforts to combat <br /> 26 climate change initiatives. Attachment D) <br /> 27 <br /> 28 A quarter cent tax increase for Orange County would yield $469,272. <br /> 29 <br /> 30 Commissioner Marcoplos said recent years have shown that the world is facing a <br /> 31 climate crisis unlike anything previously envisioned. He said the science is clear that this is a <br /> 32 very real crisis. He said all are experiencing climate change, and he cited examples, which are <br /> 33 the impetus of this proposal. He said the Commission for the Environment (CfE) unanimously <br /> 34 supported his proposal at its meeting last night. <br /> 35 Commissioner Marcoplos said on June 6th 2017 the Board of County Commissioners <br /> 36 passed a resolution to uphold the Paris Climate Agreement, and he read portions of the <br /> 37 resolution: <br /> 38 <br /> 39 "WHEREAS, Orange County, North Carolina has reduced energy consumption by 15% per <br /> 40 square foot since 2012, has made a formal resolution to reduce carbon emissions by 80% by <br /> 41 2050 against 2005 levels, and has committed to move to 100% renewable energy by 2050, and <br /> 42 <br /> 43 WHEREAS, President Trump has committed to withdrawing the United States from the Paris <br /> 44 Agreement, thereby retreating from the commitment to limit global warming to below two degrees <br /> 45 Celsius; and <br /> 46 <br /> 47 WHEREAS, Orange County, North Carolina and other state and local governments must commit <br /> 48 to aggressive climate action in the absence of federal leadership, <br /> 49 <br /> 50 NOW, THEREFORE, BE IT RESOLVED, the Board of Orange County Commissioners hereby <br /> 51 commits to proportionally upholding the commitment made by the United States in the Paris <br />
