She said she knows that OPED is an issue, and that is not the best <br /> 3 use of these monies. <br /> 4 Commissioner McKee said he agreed, and he has opposed using OPED monies for 9 <br /> 5 years, until tonight. <br /> 6 Commissioner Price said she knows Commissioner Bedford is trying to fully fund one <br /> 7 budget, and asked if she would consider a lower amount. <br /> 8 Commissioner Bedford said what about a '/2 cent increase for the ADM, yielding about <br /> 9 $938, 500, which is a per pupil increase equivalent of$46. He said this would give CHCCS <br /> 10 $564,000 and OCS $374,000. <br /> 11 Chair Rich said this would be an additional $46 on top of$175 proposed per pupil. <br /> 12 Commissioner Dorosin said he is not interested in raising money just for schools without <br /> 13 addressing the inequities, and would not support it. <br /> 14 Commissioner Marcoplos asked if the actual costs could be identified. <br /> 15 Commissioner Dorosin said everyone would have it added to their tax bills. <br /> 16 Commissioner Marcoplos said the CHCCS would have this taken back out due to the <br /> 17 reduction in the special district tax, and the net is that OCS residents would have additional <br /> 18 costs. <br /> 19 Commissioner Dorosin said yes, but OCS would also have additional per pupil funds. <br /> 20 Commissioner Marcoplos said he has lived in the OCS district for 40 years, and there is <br /> 21 a widespread positivity towards the schools, but there is less wealth in the County and residents <br /> 22 seem fine with the schools the way they are. He said Commissioner Dorosin's proposal would <br /> 23 increase the tax rate in OCS, and the residents likely would not support this. He said he would <br /> 24 like to know how much it would cost the OCS taxpayer in Commissioner Dorosin's proposal <br /> 25 versus Commissioner Bedford's. <br /> 26 Commissioner Dorosin said if the increase were 1-cent, the cost would be the same. <br /> 27 Chair Rich said it is the same. <br /> 28 Commissioner Marcoplos asked if it would cost the same amount of money under <br /> 29 Commissioner Bedford's plan, and said he is not sure that is true. <br /> 30 Commissioner Dorosin said Commissioner Bedford is now proposing a % cent increase. <br /> 31 He said Commissioner Bedford is proposing a County property tax rate hike, and the impact of <br /> 32 his proposal is the same. He said the difference with his proposal is that there would be a <br /> 33 reduction in the CHCCS special district tax, and his proposal results in an increase in the per <br /> 34 pupil spending in OCS, while the CHCCS per pupil remains constant. He said Commissioner <br /> 35 Bedford's proposal keeps the disparity between the two districts, and moves it up equally. <br /> 36 Commissioner Marcoplos said a .05-cent increase would be the same amount of money <br /> 37 per pupil whether it was done as a straight increase, or whether it was done in combination with <br /> 38 the .05-cent reduction in the CHCCS special district tax. <br /> 39 Commissioner Dorosin said it would not be exactly the same, and reiterated previously <br /> 40 made comments. <br /> 41 Commissioner Marcoplos asked if both proposals end up with the same amount of <br /> 42 money per student, but one decreases the CHCCS special tax and one increases the OCS tax. <br /> 43 Chair Rich said no. <br /> 44 Chair Rich said there are two options before the Board: Commissioner Bedford or <br /> 45 Commissioner McKee's proposal. <br /> 46 Commissioner McKee said he would not make a motion, out of respect for <br /> 47 Commissioner Bedford's amendment. <br /> 48 <br /> 49 A motion was made by Commissioner Bedford to increase by '/z cent Ad valorem tax to <br /> 50 go to the schools. <br /> 51 <br />
