She said it involves all kinds of drugs and alcohol, and the domestic violence situations <br /> 19 are complex, and often result in requiring DSS custody. <br /> 20 Commissioner Marcoplos asked if these increases are happening across the country. <br /> 21 Nancy Coston said yes, and Orange County is slightly slower in increasing foster care <br /> 22 numbers, than other counties. She said this is a big problem. <br /> 23 Chair Rich asked if all of the kids are being fostered. <br /> 24 Nancy Coston said yes. She said the majority of children are in family foster care, with <br /> 25 the next largest group being therapuetic foster care through the mental health system. She said <br /> 26 the latter are still with families, but there is additional treatment and funding through the mental <br /> 27 health system. She said kinship care is also used a lot, followed by a small group of very <br /> 28 challenging children who do not do well in family foster care. She said some children are in <br /> 29 emergency rooms for a horribly long time, and it can be very difficult to find good placements for <br /> 30 some children. <br />
