27 <br /> 1 <br /> 2 STAFF COMMENT. The proposal is in accordance with the anticipated densities, <br /> 3 impervious requirements and minimum lots sizes for parcels located within: <br /> 4 a. The Rural Residential land use category as defined within the adopted <br /> 5 b. Comprehensive Plan, <br /> 6 c. Rural Designated areas of the County as denoted on the Growth Management <br /> 7 d. Systems Map, and <br /> 8 e. Lower Eno Protected Watershed Protection Overlay District. <br /> 9 <br /> 10 Roads: The proposal involves the creation of two new public roads, constructed to NC <br /> 11 Department of Transportation (NC DOT) standards, serving the proposed lots. Specifically, <br /> 12 the project calls for: <br /> 13 12. The reservation of 5-feet of additional right-of-way along the frontage of US Highway 70 <br /> 14 East to accommodate future roadway expansion; <br /> 15 13. Construction of a single access road called "Birdie Lane" affording vehicular <br /> 16 ingress/egress from US Highway 70 East located within 50-foot right-of-way, 20-foot <br /> 17 improved travel ways and required ditch sections. Development of the roadway will <br /> 18 include construction of right (westbound) and left (eastbound) turn lanes within the <br /> 19 existing 100-foot right-of-way for US Highway 70 East at the development's entrance; <br /> 20 and <br /> 21 14. Construction of a roadway called "Bogey Court" within 50-foot right-of-way, 20-foot <br /> 22 improved travel ways, ditch sections, and two terminating in two culs-de-sac with 40-foot <br /> 23 radii. <br /> 24 <br /> 25 STAFF COMMENT: The applicant has coordinated with the NC DOT District <br /> 26 Engineer regarding the location and design of these road improvements. Staff has <br /> 27 determined the proposed roadway construction and layout is consistent with the <br /> 28 requirements of the UDO. <br /> 29 <br /> 30 Staff has determined there was no reasonable opportunity for creation of a `stub out' <br /> 31 street to ensure future roadway connectivity to adjacent parcels due to concerns <br /> 32 over potential impacts to adjacent streams/water features, topography, and potential <br /> 33 impacts to existing development and road networks. <br /> 34 <br /> 35 County and NC DOT staff have determined proposed access onto US Highway 70 <br /> 36 East is sufficient for ingress/egress and the provision of County services including <br /> 37 emergency vehicle access. <br /> 38 <br /> 39 Utilities —Water and Sewer: The applicant is proposing to serve the project with individual <br /> 40 wells and septic systems developed on each lot. The Preliminary Plat Sheet C-3 denotes <br /> 41 suitable soil locations for septic sites and individual wells for the 20 proposed single-family lots. <br /> 42 <br /> 43 STAFF COMMENT: Orange County Environmental Health has indicated that it does <br /> 44 not foresee problems with the proposed layout with respect to finding suitable soils to <br /> 45 support development of septic tanks and individual well sites. <br /> 46 <br /> 47 Individual well and septic permits will be required for each lot as it is developed. <br /> 48 <br /> 49 Note: Neither the UDO nor Environmental Health has subdivision standards for the <br /> 50 maximum number of wells in an area. This is due in part to Orange County's <br /> 51 fractured geology and subsurface hydric composition. <br />
