Soccer.com Center- Naming Rights Agreement Renewal <br /> 10 The Board approved the renewal of a naming rights license agreement, for a period of five <br /> 11 years, between Orange County and Sports Endeavors, Incorporated, for naming rights to the <br /> 12 Orange County soccer center, currently known as the Soccer.com Center and authorize the <br /> 13 Chair to sign. <br /> 14 x. Fiscal Year 2018-19 Budget Amendment#11-C <br /> 15 The Board adopted this budget ordinance amendment for Fiscal Year 2018-19. <br /> 16 <br /> 17 9. County Manager's Report <br /> 18 Bonnie Hammersley thanked the Department Heads and employees that helped her put <br /> 19 together this budget, and said she looks forward to working with the Board in the fall to improve <br /> 20 the process further. <br /> 21 <br /> 22 10. County Attorney's Report <br /> 23 John Roberts referred to the public comments on shooting noise, and said he sent the <br /> 24 current status of the law to the Board of County Commissioners. He said the Board of County <br /> 25 Commissioners can add firearms discharge noise to the noise ordinance, but this would only <br /> 26 apply prospectively against sport shooting ranges. He said the legislature has exempted those <br /> 27 from retroactive nuisance or noise regulation by local governments. He said a sport shooting <br /> 28 range is defined as an area that is operated or maintained for shooting activities. He said <br /> 29 generally a noise ordinance that prohibits/limits gunfire noise would apply to random discharge <br /> 30 or to sports shooting ranges prospectively; and does not apply to any that exist currently. He <br /> 31 said this is problematic, and he has communicated this to the public on many occasions. He <br /> 32 said last night, the Senate passed a new bill, which is sitting in the House, that will further <br /> 33 exempt gunfire and shooting activities from local regulation, in that it will exempt from land use <br /> 34 ordinances all that activity, whether it is indoor or outdoor, as it will classify those shooting <br /> 35 activities as agritourism. He said if this bill passes, even an indoor shooting range, would be <br /> 36 exempt from land use laws of counties across the state. He said he will encourage the public to <br /> 37 contact the General Assembly to voice displeasure. <br /> 38 Commissioner Dorosin asked if"prospectively" means if one establishes a sports- <br /> 39 shooting area in the future, but one that is in existence currently would be exempt. <br /> 40 John Roberts said that is correct, and what was described this evening was an area that <br /> 41 is regularly used for shooting, and has a berm, which falls within the "shooting range" definition <br /> 42 and may not be subject to a noise ordinance. <br /> 43 Commissioner Dorosin said only on a new shooting facility. <br /> 44 John Roberts said yes. <br /> 45 <br /> 46 11. *Appointments <br /> 47 <br /> 48 a.
