Orange County Consolidated Plan — FY 2019-2020 Annual Action Plan and <br /> 2 Proposed FY 2019-2020 HOME Activities <br /> 3 The Board considered voting to adopt a Resolution approving the Consolidated Plan's <br /> 4 proposed FY 2019-2020 Annual Action Plan; adopt a Resolution approving the proposed HOME <br /> 5 Program Activities for FY 2019-2020; and authorize the County Manager to implement the <br /> 6 HOME Program as approved by the BOCC, including the ability to execute agreements with <br /> 7 partnering non-profit organizations after consultation with the County Attorney and based on the <br /> 8 allocation received from HUD. <br /> 9 <br /> 10 Sherrill Hampton presented this item: <br /> 11 <br /> 12 BACKGROUND: Each year, local communities are required to reassess the needs of the <br /> 13 community. Orange County completed the required notice and public hearing process, <br /> 14 including a Needs Assessment Public Hearing on December 3, 2018 and a May 21, 2019 Public <br /> 15 Hearing on the proposed use of funds. In addition, there was a 30-day comment period from <br /> 16 May 8, 2019—June 11, 2019, which allowed the general public to provide written comments <br /> 17 and input in regard to the proposed HUD allocation and uses of the funds to be received. <br /> 18 Notices were placed in The Herald-Sun, the News of Orange and La Noticia. Copies of the draft <br /> 19 Annual Action Plan were made available at Orange County Housing and Community <br /> 20 Development Department's Main Office, Orange County Library and the Chapel Hill Library, as <br /> 21 well as on the Orange County Website. <br /> 22 <br /> 23 The Orange County HOME Consortium, known as the Orange County Local Government <br /> 24 Affordable Housing Collaborative, anticipates the following Federal financial resources for FY <br /> 25 2019-2020: <br /> 26 <br /> 27 FY 2019 HOME Funds $350,302.00 <br /> 28 HOME Program Income $ 13,306.00 <br /> 29 HOME Local Match $ 78,818.00 <br /> 30 Total $442,426.00 <br /> 31 The above amounts are estimates only and may be adjusted according to the exact allocation <br /> 32 received from HUD. <br /> 33 <br /> 34 Furthermore, the HOME Consortium, comprised of one (1) elected official and staff members <br /> 35 from Orange County, the Town of Carrboro, Town of Chapel Hill and Town of Hillsborough, <br /> 36 reviewed the applications received on February 28, 2019 and again on May 6, 2019 given the <br /> 37 proposed decrease in HUD HOME funds to be received. As it relates to the proposed FY 2019- <br /> 38 2020 HOME funds, the Collaborative made the following revised recommendations regarding <br /> 39 funding for consideration by each of the Consortium member jurisdictions' elected bodies as <br /> 40 follows: <br /> 41 Empowerment, Inc. — Rental Acquisition $ 85,000.00* <br /> 42 Habitat for Humanity— Homeownership $181,392.00 <br /> 43 Orange County— County-wide TBRA $141,004.00 <br /> 44 Administration $ 35,030.00 <br /> 45 Total $442,426.00 <br /> 46 <br /> 47 (*-Includes Orange County HOME Consortium's FY 2019-20 CHDO Set-Aside amount of <br /> 48 $52,545. EmPOWERment will also receive $60,201 of FY 2018-19 CHDO Set-Aside funds <br /> 49 making their total proposed award amount $145,201.) <br /> 50 <br />
