8
1 • Attachment 2, FY2019-20 Budget Ordinance, is the legislation implementing the
2 FY2019-20 Annual Operating Budget for Orange County
3 • Attachment 3, FY2019-20 County Grant Projects
4 • Attachment 4, FY2019-20 County Fee Schedule
5
6 Commissioner McKee said he has objections to dedicated taxes, and the proposed
7 increase of salaries, and thus he will vote no on this budget.
8 Commissioner Price said she will vote for the budget, but she has an issue with the
9 cent tax for the climate change, because the County is already doing many things, and when
10 she looked at all of the fees and tax increases, she realized that, for some people, this could be
11 the proverbial straw that broke the camel's back.
12 Commissioner Marcoplos said the budget is a balance of compromises that the Board
13 makes, and it has an obligation to many interests in the County. He said there is schools,
14 health, public safety, and the residents in the OCS are happy with less.
15 Commissioner Marcoplos said this budget meets the needs of the County under difficult
16 circumstances.
17 Commissioner Dorosin said he is concerned that comments, like those made by
18 Commissioner Marcoplos, contribute to the division in the County, and the perception that one
19 area of the county is subsidizing another part.
20 Commissioner Dorosin said the Orange County Schools (OCS) Board asked for$1
21 million than what which the Board gave them. He said the residents may say do not raise my
22 taxes, but the schools say more money is needed. He said the schools' interest should be
23 recognized as well.
24 Commissioner Dorosin said it is important to note that part of what the BOCC has to
25 balance is the different interests throughout the county. He said the Board funds the schools,
26 giving a lump sum, and the schools decide the priorities of the systems. He said the notion that
27 the BOCC has funded this and not that, is inaccurate as the schools make the specific decisions
28 on how to use funds.
29 Commissioner Greene said the Board fully funded racial equity training for both school
30 districts, and she encouraged both districts to hire minority teachers.
31 Commissioner Dorosin said the Manager initiated the funding for the racial equity
32 training.
33 Bonnie Hammersley said it was a request from both districts, and was included in the
34 recommended budget.
35 Chair Rich said the Manager chose to do this as a direct line item, for which the County
36 will pay.
37 Commissioner Price said, over the years, she has heard the rivalry between the two
38 school districts, which is sad. She said she would like to bring balance to the two districts.
39 Commissioner Price said not wanting to raise taxes is one of the reasons she wanted to
40 hold back on the % cent tax.
41
42 Fiscal Year 2019-20
43 Budget Ordinance
44 Orange County, North Carolina
45
46 Be it ordained by the Board of Commissioners of Orange County
47
48 Section I. Budget Adoption
49
