7 <br /> 1 <br /> 2 8-t Approval of the Transfer of Ownership of Two (2) Manufactured Home Units to <br /> 3 EmPOWERment, Inc. <br /> 4 The Board considered voting to approve a resolution transferring ownership of two (2) <br /> 5 manufactured homes to EmPOWERment, Inc., as well as authorize the County Manager to <br /> 6 execute all needed documents as it relates to the proposed transfer of property, subject to <br /> 7 review and approval by the County Attorney and authorize the Chair to sign. The manufactured <br /> 8 homes were purchased under the previously approved Orange County Land <br /> 9 Banking/Manufactured Home Park Initiative's Displacement Mitigation Assistance Program <br /> 10 (DMAP). <br /> 11 <br /> 12 PUBLIC COMMENT: <br /> 13 Delores Bailey said EmPOWERment is honored to have been a part of this pilot <br /> 14 program, and there are two families who are so happy that this program was able to assist <br /> 15 them. <br /> 16 Commissioner Dorosin asked if the resident purchases the unit at the end, where does <br /> 17 the money go. <br /> 18 Sherrill Hampton, Housing Director, said the funds go back to Orange County into the <br /> 19 landbanking fund. <br /> 20 Delores Bailey said the beauty of this program is that it gives people the opportunity to <br /> 21 own a home, when they would not have qualified via traditional methods. She said <br /> 22 EmPOWERment bridges the gap for the homeowner, and allows them to establish a year of <br /> 23 making payments in a timely fashion. <br /> 24 <br /> 25 A motion was made by Commissioner Greene, seconded by Commissioner Price to <br /> 26 approve a resolution transferring ownership of two (2) manufactured homes to EmPOWERment, <br /> 27 Inc., as well as authorize the County Manager to execute all needed documents as it relates to <br /> 28 the proposed transfer of property, subject to review and approval by the County Attorney and <br /> 29 authorize the Chair to sign. The manufactured homes were purchased under the previously <br /> 30 approved Orange County Land Banking/Manufactured Home Park Initiative's Displacement <br /> 31 Mitigation Assistance Program (DMAP). <br /> 32 <br /> 33 VOTE: UNANIMOUS <br /> 34 <br /> 35 5.
