30 <br /> 1 <br /> 2 Provide a County employee pay and benefits plan that includes: <br /> 3 <br /> 4 a. A wage increase of 2% for all permanent employees hired on or before June 30, 2019, <br /> 5 effective July 1, 2019. The maximum salary of each salary range shall also be <br /> 6 increased to accommodate the wage adjustment, as well as maintaining $15.00 per hour <br /> 7 as the minimum salary rate for all permanent employees. <br /> 8 o Employee Performance Awards — three levels, $500 for proficient performance; <br /> 9 $750 for superior performance; or $1,000 for exceptional performance, effective <br /> 10 with employee Work Planning and Performance Review (WPPR) dates from July <br /> 11 1, 2019 to June 30, 2020. Employees will continue to receive the performance <br /> 12 award on their current performance evaluation date, and it will continue to be <br /> 13 added to an employee's base salary. <br /> 14 b. A Living Wage increase from $14.25/hour to $14.95/hour, for temporary employees, <br /> 15 effective July 1, 2019, consistent with the Orange County Living Wage formula. <br /> 16 c. Continue the $27.50 per pay period County contribution to non-law enforcement <br /> 17 employees' supplemental retirement accounts and the County matching employees' <br /> 18 contributions up to $63.00 semi-monthly (for a maximum annual County contribution of <br /> 19 $1,512) for all general (non-sworn law enforcement officer) employees, and continue the <br /> 20 mandated Law Enforcement Officer contribution of 5.0% of salary; and continue the <br /> 21 County's required contribution to the Local Governmental Employees' Retirement <br /> 22 System (LGERS)for all permanent employees. <br /> 23 d. Continue participation in the North Carolina Health Insurance Pool (NCHIP), and <br /> 24 continue medical and prescription third party administration with Blue Cross Blue Shield <br /> 25 of North Carolina (BCBSNC) and Prime Therapeutics, a division of BCBSNC, <br /> 26 respectively. No increase to health and dental appropriations, and no increase to <br /> 27 employee premium equivalent for health, dental, or vision insurance. <br /> 28 e. Continue the additional eight hours of annual leave to be awarded at an employee's <br /> 29 anniversary date, prorated for part-time employees. <br /> 30 f. Continue the six-week paid parental leave policy. <br /> 31 <br /> 32 <br /> 33 3) Modifications to County Manager's FY2019-20 Recommended Annual Operating <br /> 34 Budget <br /> 35 The following modifications to the County Manager's Recommended Budget are made: <br /> 36 Adjustments to the Manager's Recommended FY2019-20 Budget <br /> 37 On June 11, 2019, the Board of County Commissioners approved the following changes to the <br /> 38 Manager's Recommended annual operating budget for the 2019-20 fiscal year.
