He said he knew he would <br /> 14 oppose many amendments tonight, and was reluctant to put one of his own forward, but he <br /> 15 considers providing food to those who need it as a worthy item to consider. <br /> 16 Commissioner Price asked if OCIM or Chapel Hill Meals on Wheels have requested <br /> 17 more money. <br /> 18 Commissioner McKee said he has only been approached by OCRA. <br /> 19 Commissioner Price asked if OCRA is receiving money via the outside agency process. <br /> 20 Bonnie Hammersley said no one was fully funded by the outside agency process. <br /> 21 Commissioner Price said she thought these contracts had been pulled out and were <br /> 22 working with the Department of Social Services (DSS). <br /> 23 Bonnie Hammersley said the money given to OCIM and IFC was not for meals. <br /> 24 Nancy Coston, DSS Director, said at the end of last year, the BOCC put some money in <br /> 25 for food delivery with the OCIM and OCRA contracts with DSS. She said this was a one time <br /> 26 thing, and the agencies both went through the outside agency process this year, were graded, <br /> 27 and received allotted funds. <br /> 28 <br /> 29 A motion was made by Commissioner McKee to approve this amendment. <br /> 30 <br /> 31 NO SECOND <br /> 32 MOTION FAILS <br /> 33 <br /> 34 Commissioner Marcoplos said the Board needs to let the outside agency process work. <br /> 35 <br /> 36 2. Discussion of FY2019-24 Capital Investment Plan <br /> 37 <br /> 38 The FY 2019-24 CIP includes County Projects, School Projects, and Proprietary Projects. The <br /> 39 School Projects include Chapel Hill-Carrboro City Schools, Orange County Schools, and <br /> 40 Durham Technical Community College— Orange County Campus projects. The Proprietary <br /> 41 Projects include Water and Sewer, Solid Waste Enterprise Fund, and Sportsplex projects. <br /> 42 The CIP has been prepared anticipating moderate economic growth of approximately 2% in <br /> 43 property tax growth and 4% in sales tax growth annually over the next five years. Many of the <br /> 44 projects in the CIP will rely on debt financing to fund the projects. <br /> 45 <br /> 46 The items below include revisions made to the following Capital Projects since the presentation <br /> 47 of the Manager's Recommended Capital Investment Plan on April 2, 2019: <br /> 48 • At the May 23, 2019 Budget Work Session, staff included a revised Schools Capital <br /> 49 Projects Summary reflecting adjustments made in regards to an increased amount of <br /> 50 Article 46 Sales Tax funding, as well as changes to the FY 2019-20 budgeted ADM <br /> 51 percentages, based on changes made from the time of the original CIP presentation and <br />
