4 <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang <br /> activity, substance abuse and domestic violence. <br /> • GOAL: ENABLE FULL CIVIC PARTICIPATION <br /> Ensure that Orange County residents are able to engage government through voting and <br /> volunteering by eliminating disparities in participation and barriers to participation. <br /> The facilities located at the Northern County Campus are designed to provide a safe, efficient, <br /> and functional work environment for County employees and an engaging, welcoming, and <br /> utilitarian public space for residents. The new Detention Center will offer space consistent with <br /> modern correctional standards as well as space for enhanced programming, medical and mental <br /> health treatment, attorney consultation, and other due process considerations. The Environment <br /> and Agriculture Center will provide improved space for training and education and will be more <br /> accessible to its stakeholders. Finally, the Parks Operation Base will allow for a more efficient <br /> organization of equipment, improved shop capabilities, and more effective deployment of staff. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal <br /> impacts are applicable to this item: <br /> • ENERGY EFFICIENCY AND WASTE REDUCTION <br /> Initiate policies and programs that: 1) conserve energy; 2) reduce resource consumption; <br /> 3) increase the use of recycled and renewable resources; and 4) minimize waste stream <br /> impacts on the environment. <br /> • RESULTANT IMPACT ON NATURAL RESOURCES AND AIR QUALITY <br /> Assess and where possible mitigate adverse impacts created to the natural resources of <br /> the site and adjoining area. Minimize production of greenhouse gases. <br /> The facilities on the Northern County Campus will include photovoltaic systems to produce solar <br /> energy. The Environment and Agriculture Center will also use solar energy to produce hot <br /> water, and the Detention Center will be heated and cooled using a geothermal based HVAC <br /> system. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1. After comparing the advantages and disadvantages of using the construction <br /> management at risk method for this project versus those methods identified in North <br /> Carolina General Statute 143-128(a1)(1) through North Carolina General Statute 143- <br /> 128(a1)(3), conclude that construction management at risk services is in the best interest <br /> of the project and is the preferred method of proceeding with the project; <br /> 2. Accept a total Guaranteed Maximum Price (GMP) of $36,354,082 as presented by <br /> Bordeaux Construction (Attachment 1) for the development of the Orange County <br /> Northern Campus; and <br /> 3. Authorize the County Manager to approve change orders up to the total project budget <br /> amount. <br />
