47 <br />... ~~~{'I~"1 r <br />Pro ram Narrative Attachment <br />_The Orange Chatham Justice Partnership Advisory Board voted this past summer to <br />discontinue operations of the First Step Sanctions Center. The center had been <br />experiencing service delivery problems and we were working to address those concerns. <br />However, by the summer, its two staff positions were vacant. As a result the board took <br />this as an opportunity to assess the program and its direction. <br />The creation of the Memorandum of Understanding between the Department of <br />Correction and NC Department of Health and Human Services was an added benefit. <br />Since the Offender Management Model specifies that TASC is to: <br />A. Screen and clinically assess all appropriate referrals;. <br />B. Match offenders' needs with appropriate treatment services, paying special <br />attention to response issues; <br />C. Make the appropriate service referrals; <br />D. .Monitor an individual service plan based on the results of the assessment and <br />update the service plan based on treatment progress, collateral contacts and case <br />staffings; <br />E. Provide care management services for all offenders meeting the eligibility criteria <br />for the OMM; <br />F. Manage the offenders' progress in the recommended level of care; <br />G. Obtain appropriate releases of information to allow the exchange of information <br />between TASC, Probation, CJPP, DACDP and DOP; <br />H. Participate in regular case staffings with the appropriate Probation, DACD and <br />CJFP staff; <br />I. Integrate current Probation and TASC violation/non-compliance policies into the <br />OMM and provide assistance in reporting non-compliance violations to court; <br />J. Administer drug screens according to the DCC Substance Abuse Screening <br />Program policy; and <br />K. Determine, at the local level, transportation arrangements for drug screen samples <br />collected and be ultimately responsible for any drug screens collected by TASC. <br />With these duties being administered by TASC, the Advisory Board determined that these <br />were services that we no longer had to provide through the First Step Sanctions Center. <br />This document afforded our Board with the ability to redirect some of its funds far <br />programming needs. As a result, the First Step Sanctions Center was closed in July 2000. <br />I worked with the program director to closeout the program, review client files, and <br />complete a full equipment inventory. <br />To ensure the continuity of services, clients were referred to TASC. Iri the meantime, the <br />Advisory Board decided to contract with OPC Mental Health to provide a continuum of <br />treatment services. With OPC (TASC) serving as the portal of entry, CJPP clients <br />continue to have the central contact and case management services that they require. <br />
