~.o <br />1~IEMBERSHIP COM.~YIITTEE: <br />a) The Membership Committee shall screen all proposed membership applications <br />submitted to the OCJP. <br />b) The Committee shall present recommendations to the ?,.dvisory Board for approval. <br />c) They shall review membership in order to ensure compliance with statutory mandates <br />FliNDING COM1YIITTEE: <br />a) The Funding Committee and State staff will screen all proposed grants submitted <br />to the OCJP. <br />~, b) Recommendations will be presented to the OCJP by the appointed Funding <br />Committee and will be scrutinized by the Partnership Committees in terms <br />of its meeting the following criteria: <br />i 1) Needs of the Respective Funding Initiatives <br />2) Needs of the Counties <br />- 3) Effectiveness <br />if - - 4) Adequate Staffing <br />5) Amount Requested (in compazison to services provided) <br />~~ 6) Expectations and/or Measurable Objectives <br />~ c) The Committee will reseazch available sources of additional funding. <br />d) OCJP, except as hereinafter excluded, will vote on each individual proposaUgrant to <br />'I determine if it should be funded at the level recommended by the Funding Committee. <br />i, e) To avoid conflicts of interest, no Fartnership member who receives program funding from <br />the NC Department of Juvenile Justice and Delinquency Pzevention Community Grants <br />Division, Department of Crime Control & Public Safety funds, Governor's Crime <br />Commission, NC Department of Corrections, or any other funding source. or who supervises <br />someone paid by the latter, shall be eligible to vote. <br />NEEDS ASSESSMENT COMIYIITTEE: <br />a) The Needs Assessment Committee will coordinate acommunity-wide effort in identifying the <br />needs of juveniles in the counties who are at risk of delinquency or who have been adjudicated <br />undisciplined or delinquent and to review the resources available to address those needs. <br />b) Develop affiliations with other state and local initiatives to avoid replication and <br />competition. Affiliations may include the following: <br />1. Healthy Carolinians <br />2. Smart Start/Safe Start <br />3. Communities in Schools <br />~. Human Services Advisory Commission <br />5. UNC Departments and Special Initiatives <br />
