Since that time, Orange County has <br />served as the fiscal agent for CJPP operations. Together, the two counties receive an annual <br />allocation of $181,941 from the NC Department of Correction to administer apre-trial release <br />program and provide substance abuse treatment services for individuals with intermediate <br />sanctions. . <br />The pre-trial release program, operated through a contractual agreement with Orange-Chatham <br />Alternative Sentencing, addresses jail overcrowding. Program staff daily screens the <br />confinement lists; conducts criminal background checks; and verifies addresses, employment <br />and other relevant information to identify individuals who are eligible for pre-trial release. The <br />program regularly ~~rnonitors individuals and initiates prompt arrests for non-compliance. <br />Additionally, a continuum of substance abuse treatment services is provided through a <br />contractual agreement with OPC Area Mental Health Center. Services range from outpatient to <br />residential treatment. Individual treatment plans are developed in order to enhance the <br />offenders' success with probation. <br />FINANCIAL IMPACT: The grant funds will be incorporated in the FY 2001-2002 budget for the <br />continuation of program operations during that year. <br />RECOMMENDATION(S): The Manager recommends that the Board approve submission of <br />the grant proposal in substantially the form of the application attached and authorize the Chair <br />to sign. <br />
