V <br />Adjacent Land Use: <br />• Properties to the west, east and north are medium to large acreage single family residential <br />lots. <br />• Property to the south includes the new Pathway elementary school, Mars Hill Baptist Church <br />and proposed open space. <br />Proposed: <br />Roads: <br />• Access is from Strouds Creek Road, a new public road constructed to state standards to <br />provide access to the new elementary school off NC 57. <br />• One major road, Pathway Parkway, is proposed to extend through the development and <br />connect to Phelps road to the north. Roads providing internal access extend off Pathway <br />Parkway. Other affsite improvements are proposed (see attached January 15, 2001 John R. <br />McAdams letter). <br />• All roads are to be constructed to NCDOT standards. <br />Open Space/Buffers: <br />• 201.83 acres (43%) total open space proposed. Open space is property designed for <br />connectivity and buffering. <br />• A 50 foot buffer is proposed around the perimeter of the property. A 75 foot buffer is required <br />where R-8 adjoins the neighboring AR districts. <br />• Approximately 200 acres of dedicated open space to the County. <br />Water-Sewer: <br />• Hillsborough Water system. <br />• Hillsborough Sewer. <br />Recreation: <br />• North Hillsborough East Cheeks Community Park and Northern District Park <br />• 33.91 acres of neighborhood recreation space proposed. <br />• Developer proposing to dedicate approximately 200 acres to the County. <br />Agency. Comments: <br />• Comments ,attached from Orange County Environment and Resource Conservation <br />Department, Sheriffs Office, NC Dept. of Cultural Resources, NC Wildlife Resources <br />Commission, and NC Department of Environment and Natural Resources. <br />• At time of mailout comments had not been received from Town of Hillsborough, NCDOT, <br />and Emergency Management. <br />Develo ment Process Schedule and Action <br />RECOMMENDATION: Article 8.4.3 of the Zoning Ordinance requires that the Zoning Officer's <br />recommendation be presented to the Planning Board. The public hearing <br />is the time scheduled for presentation of the Zoning Ofi'ICer's <br />recommendation. <br />Zoning Officer's Recommendation <br />The Zoning Officer has not received information which would establish <br />grounds for making a negative finding on the general standards. These <br />standards include maintaining or promoting the public health, safety, and <br />general welfare, maintaining or enhancing the value of contiguous <br />property, and the use being in compliance with the general plan for the <br />physical development of the County. <br />i <br />2 <br />
