Service <br />lines to the development will tie into the utility infrastructure built to serve the <br />newly constructed Pathway Elementary School. The development will contribute <br />to the cast of extending public water and sewer to the school. <br />No County inventoried natural or cultural resources are located on the site. <br />However, the master plan includes a substantial undisturbed buffer against the <br />historic Quaker Cemetery, which is on property adjacent to the site. The master <br />plan also includes undisturbed buffers along the floodplain associated with <br />Strouds Creek and along the major drainage channels within the site. Other <br />significant areas of natural woodlands will be preserved in private recreation areas <br />and in the perimeter buffers of the site and the individual development pods. <br />Rezoning and Special Use Permit <br />The proposed rezoning is consistent with the Orange County Land Use Plan, <br />which identifies the site as Agricultural Residential, a low density residential <br />classification. A rezoning from Agricultural Residential (AR) to Planned <br />Development -Mixed-Use (PD-MU) is requested in order to provide open space, <br />reduce lot sizes, vary housing types, allow for flexible design standards (including <br />the provision of a town center and a County services facility), and to permit a <br />nearly 200-acre land gift to the County. However, the proposed dwelling unit <br />density is less than the maximum density permitted in the AR District under the <br />flexible develapment standards. <br />The proposed rezoning also will achieve specific goals identified in the Land Use <br />Plan. <br />• Conservcrtion of Natural Rc~sourcc~s <br />o Restrict or prohibit development in flood haaard areas. <br />-The proposed master plan preserves 100-year .floodplain and <br />significant drainage channels as open space. <br />o Maintain and protect land which contains valuable resources. <br />-The proposed master plan preserves significant areas of <br />woodlands as open space. <br />• Growth ]Management/Economic Develvpment <br />o Designate land ti+~ithin Agricultural Residential areas that is <br />appropriate fur small-scale commercial uses as Rural <br />Neighborhood activity nudes. <br />
