McADAMS COMPANY, INC. <br />THE PRESERVE <br />STATEMENT OF JUSTIFICATION <br />Orange County, North Carolina <br />June 22, 2000 <br />(Revised December 1$, 1000) <br />The John R. McAdams Company, Inc., is pleased to present, on behalf of Natelli <br />Communities and 151 American Land, rezoning and Special Use Permit <br />applications for development of a mixed-use community in Hillsborough <br />Township. Located just north of Hillsborough, the 470.87-acre site lies between <br />NC 86 and NC 57. Western Bypass and Phelps Road provide direct access to the <br />5114'. <br />Proposed Development <br />The proposed mixed-use community will consist of 611 dwelling units (both <br />single-family and multi-family); neighborhood recreational facilities; areas for <br />commercial development (a small town center and daycare facility); areas for <br />County facilities; expansion area far Mars Hill Baptist Church; and over 200 acres <br />of dedicated apen space, greenways, and buffers. The development is master <br />planned to integrate a wide range of housing types and levels of affordability, as <br />well as the nonresidential uses needed to support and enhance the community. <br />The mixed use nature of the development, which incorporates design concepts <br />from the North Carolina Department of Transportation publication "Traditional <br />Neighborhood Development Guidelines", will reduce the number of vehicle trips <br />generated by the community's residents as well as the length of trip required for <br />other Northern Orange County residents to reach commercial enterprises and <br />other support services. <br />The site is ideally located between two state highways. The design of the internal <br />road structure is well integrated into the existing road network in order to <br />facilitate traffic movement and to minimize the potential impact to the existing <br />transportation system. Western Bypass cuts through the site, and when this public <br />road project is complete, it will provide a direct route to US 70 and the Interstate. <br />Several improvements to existing roads were suggested by NCDOT and will be <br />constructed as a part of the proposed development. They include: <br />• Improving the intersection of NC 86 and NC 57 by increasing the length <br />of the right turn lane on north bound NC 86. <br />• Improving the intersection of NC 86 and NC 57 by increasing the length <br />of the left turn lane on southbound NC 57. <br />• Improving the intersection of US 70 and NC $6 by increasing the length of <br />the left turn lane on southbound NC 86. <br />CIVIL ENGINEERING LAND PLANNING Sl1RVEYING <br />
