<br />As shown in Figure. 2, Orange County had 38,683 housing units in 1990. The
<br />blended, or weighted average, household size in 1990 for all housing types was 2.34
<br />persons per household. After reviewing the detailed household size data, TA
<br />recommends using two residential categories in the impact fee calculations. A
<br />differentiation in impact fees by type of housing (i.e., Single Family Detached versus
<br />All Other Residential) is recommended to make the fees proportionate to the
<br />demand for public schools. Student generation rates by type of housing are
<br />discussed below.
