ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 7, 2005 <br />Action Agenda <br />Item No. _J <br />SUBJECT: Home and Community Care Block Grant for Older Adults Funding Plan, <br />FY2005-2006 <br />DEPARTMENT: Ccunty Manager PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Funding Plan Gwen Harvey, Assistant Manager <br />Jerry Passmore, Director, Dept. on Aging <br />TELEPHONE NUMBERS: <br />Hillsborough 245-2300 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To approve the recommended Home and Community Care Block Grant Far Older <br />Adults Funding Plan far FY2005-2006. <br />BACKGROUND: The state Department of Human Resources established the Home and <br />Community Care Block Grant in July 1, 1992, The grant did not create new funding streams but <br />combined funds appropriated to the Department an Aging, Department of Social Services, and <br />Joint Orange Chatham Community Action Agency (JOCCA) to administer programs for low- <br />income minority elderly and rural elderly, <br />The Block Grant requires the Board of Commissioners to approve the recommended funding <br />plan, The funding level estimated by the State for FY2005-2006 is $ 408,977. This amount <br />represents a five percent decrease from the FY2004-2005 Block Grant final award of $430,502. <br />"ihe Home and Community Care Technical Advisory Committee composed of representative <br />from DSS, JOCCA, the DOA, and the County Manager's Office met and reviewed the plan on <br />April 8, 2005 and supported the continuation of current outreach and services delivery within the <br />reduced allocation, The Advisory Board on Aging HAS also reviewed the Committee's plan and <br />recommends approval, The recommended Funding Plan is attached, <br />FINANCIAL IMPACT: The Home and Community Care Block Grant for FY2005-2006 provides <br />for a total of $408,977 in state funding to support aging services in Orange County, <br />RECOMMENDATION(S): The Manager recommends that the Board approve the Home and <br />Community Care Block Grant Funding Plan for FY2005-2006 in the amount of $408,977 and <br />authorize the Chair to sign grant documents, <br />
