40 <br /> Other Local Governments, State of N.C. Agencies & Utilities Partnered with Orange County: <br /> • N.C. Community Colleges System & Durham Tech/Hillsborough campus, and possibly <br /> Alamance Community College (will receive State funding to provide technical training of <br /> employees, and evaluate development of certificate/apprenticeship programs to meet <br /> company specific training needs (i.e. Advanced Electrical Product Technician Certificate) <br /> • N.C. Department of Commerce &the Economic Development Partnership of N. C. (offering <br /> state incentives and as a liaison on workforce development & pre-screening of applicants <br /> by NC Works, NCDOT road improvements, and community college support) <br /> • City of Mebane (project review and site plan approvals, financial incentive.) <br /> • Duke Energy (coordination with Duke Energy's economic development group) <br /> Comment Regarding the State of N.C.'s "Rural Division Building Reuse Grant" <br /> Orange County will have a managerial role as the "grant administrator" for the State of N. C.'s <br /> "Rural Division Building Reuse Grant" offer to ABB, Inc., which is a program intended to support <br /> the renovation or expansion of vacant buildings, or buildings occupied by a company operating in <br /> North Carolina for at least 12 months. This program, which must be administered by a municipal <br /> entity, typically requires the local government to hold a Deed of Trust on the building. This can <br /> create a potential financial obligation on the local government in the event the corporate entity <br /> does not perform as expected. As ABB incurs actual costs associated with the facility <br /> improvements it plans to make to the existing building, and creates new employment, the <br /> $500,000 State grant will be passed to the Company via the County. Since the grant is actually a <br /> forgivable loan, once ABB fulfills all requirements to document its' investment and employment, <br /> the repayment obligation ends. <br /> As an alternative structure to remove the County's potential financial risk, it is recommended that <br /> the County follow an example provided by the City of Mebane which negotiated a similar Building <br /> Reuse grant contract with the State for another industry.
