RECOMMENDATION <br />The Planning Department recommends approval of the proposed plan amendment <br />for Area 2 for the fallowing reasons: <br />1. The site lies within an area undergoing substantial transition to urban uses. <br />2. The amendment is in response to a change in the policies, objectives, <br />principles and standards governing the physical development of the <br />County. <br />3. It is consistent with the two basic strategies on which the plan is premised: <br />activity nodes and infill development. <br />4. It is consistent with applicable goals and policies of the Land Use Element. <br />5.
