RECOMMENDATION <br />The Planning Department recommends approval of the proposed plan amendment <br />for Area 1 for the following reasons: <br />1. The site lies within an area undergoing substantial transition to urban uses. <br />2. The amendment is in response to a change in the policies,. objectives, <br />principles and standards governing the physical development of the <br />County. <br />3. It is consistent with the two basic strategies on which the plan is premised: <br />activity nodes and infill development. <br />4. It is consistent with applicable goals and policies of the Land Use Element. <br />5. The proposed amendment is consistent with 10 of the 11 Iocational criteria <br />for Economic Development Activity Node and Ten-Year Transition. The <br />lone inconsistency is the "test" for Agriculture and Forestry. Four tracts <br />totaling almost 70 of the 97.67 acres are under use value taxation for <br />forestry.
