In order to <br />take advantage of any economy of scale that might be available, the County chose to bid the <br />Smith Middle School project and the Efland Park lighting in tandem. The apparent low bid for <br />the combined project was submitted by Tommy Lawrence Electrical Contractors for the sum of <br />$280,618, well within available funding for both projects. <br />The equipment delivery lead time is approximately six to eight weeks; however, the contractor is <br />attempting to expedite the order in an attempt to minimize the time periods during which the <br />playing fields at Smith Middle School would not be available for play. The Recreation and <br />Parks Director is coordinating with the school and town to keep them informed of the anticipated <br />disruptions as well. At this point, staff would anticipate installation of the lights at Smith to be <br />completed by the end of September. <br />The lighting at Efland Park will begin the development sequence that will include the <br />construction of a picnic pavilion, installation of playground equipment and trail development. At <br />this time, the lighting project at Efland is projected for completion by mid-September. Assuming <br />that to be the case, the picnic pavilion would be completed by mid-October and the playground <br />installed by early-November. Americorps volunteers will build the trails at the Efland location <br />
