CLEANLINESS STANDARDS <br /> Contractor shall provide or arrange for building and/or site cleaning to ensure neat material storage <br /> and cleanliness of building and grounds. Grounds and building should be inspected before and after <br /> events to ensure cleanliness. The Contractor shall make the necessary corrections to ensure <br /> cleanliness. Determination of whether cleanliness standards have been met by the Contractor will be <br /> at the discretion of the Orange County Solid Waste Director or his representative and will be <br /> determined solely by a County Representative. <br /> 3.2 CUSTOMER SERVICE STANDARD <br /> Contractor shall provide appropriate management, staff, containers, and equipment to ensure a <br /> customer wait time of no longer than fifteen (15) minutes. When applicable, the Contractor shall help <br /> the resident unload their car in order to provide exemplary customer service and to aide in efficiency. <br /> Contractor shall provide staffing at each site as required covering the outlined hours of operation. <br /> Late arrivals for staffing at the County's WRCs must be reported to the County no later than one (1) <br /> hour prior to the opening time for each site depending upon the day of service. Determination of <br /> whether the customer service standard has been met by the Contractor will be at the discretion of <br /> the Orange County Recycling Manager and will be determined solely by a County Representative. <br /> 3.3 CONTRACT&TERM <br /> As described in Section 1.14, the County seeks to enter into a five (5) year base term agreement <br /> with two (2)two (2)year extensions subject to budgetary constraints. <br /> 3.4 USE OF SUBCONTRACTORS <br /> The Contractor may use subcontractors to perform some or all of the duties normally assigned to the <br /> Contractor. The County must approve any such subcontractors that may be proposed. The County <br /> requires the Contractor to indicate the specific activities that will be performed by a subcontractor. If <br /> any changes to subcontractors are proposed over time, those changes must be approved by the <br /> County. <br /> 3.5 COLLECTION AND EQUIPMENT <br /> Upon commencement of the contract, the Contractor must provide collection and transportation <br /> vehicles that will comply with federal, state, regional and local standards throughout the term of the <br /> contract. Collection vehicles must be uniformly painted and appropriately labeled. Drivers must be <br /> certified to drive HHW to be in compliance with State and Federal regulations. <br /> 3.6 COLLECTION TIME <br /> Hazardous waste collection time must occur while the WRCs are open. For OFOA collection, <br /> exceptions can be made with prior approval. <br /> 3.7 TRAINING PROGRAM <br /> Contractor must prove collection personnel are fully familiar with the range of Personal Protective <br /> Equipment(PPE) available, are trained in the use of said PPE, and that personnel know what types of <br /> PPE to use for specific tasks as it relates to all regulations. <br /> 23 of 45 <br /> RFP No. 5255 <br />
