Full time staffing will <br /> not be required at the collection sites for the OFOA <br /> Labor may be provided by the County in some limited capacity in the future. Timing and scope will be <br /> discussed and determined in future years. <br /> 2.4.5 Temporary Storage <br /> Storage time and restrictions will be determined by Federal, State, and local regulations, safety <br /> considerations, space demands, and expense to the County for frequent pick-up and disposal by the <br /> Contractor. <br /> Both HHW facilities are currently permitted by the State to allow for ninety (90) day storage of <br /> hazardous materials, and Contractor may leave partially filled containers in County's facility between <br /> collections in order to maximize program efficiency. Contractor will be responsible for all waste <br /> stored in County's facility. County certifies that County's facility is secure and equipped with <br /> adequate fire suppression system and alarm. <br /> While the permit allows for ninety (90) day storage, it is the expectation that at minimum a weekly <br /> collection of materials will occur. If the Contractor believes fewer collections are needed, <br /> documentation must be submitted and approved by the County. The County may request a special <br /> pickup to coincide with permitting regulations or special materials. When a special pickup request <br /> occurs,the County will provide the Contractor with seven (7) business days' notice. <br /> 2.4.6 Transportation and Disposal <br /> As needed, HHW are to be transported off-site in vehicles permitted for such transportation, <br /> according to State and Federal regulations, by drivers properly trained and licensed to transport <br /> hazardous wastes. Unless otherwise directed by County, waste must be disposed through treatment, <br /> recycling, and / or through incineration, with landfilling as a last resort. Materials sent for secure <br /> landfilling must be managed at a federally permitted hazardous waste disposal site. <br /> 2.4.7 Reporting/Documentation <br /> The Contractor shall turn over to the County a copy of the official manifest listing of all wastes <br /> packed for disposal prior to leaving the collection site. The County prefers that the manifests be <br /> received and kept through an online portal. The Contractor shall finalize and/or complete all <br /> Manifest and shipping papers upon receipt of waste at Contractor's TSDF facility, and shall provide a <br /> completed copy of Manifest to County for County records within fifteen (15) working days of <br /> collection. The Contractor shall provide a Certificate of Disposal document attesting that all waste <br /> received from County's program has been properly disposed of. This Certificate of Disposal must list <br /> any applicable waste identification numbers (corresponding with information listed on above <br /> mentioned waste Manifest), the date of disposal, the location of ultimate disposal, and the disposal <br /> method.
