All labor, equipment, storage, containment, <br /> processing, transportation, monitoring of used oil, used oil filters and antifreeze levels, pumping, recycling <br /> and or disposal services necessary to properly collect, process and transport all of the household hazardous <br /> waste at both sites are to be included in this RFP. The materials and current quantities to be collected are <br /> listed in Section 2.4. Following Board of County Commissioners approval, collection services will begin on or <br /> around January 1, 2019. Upon the County's option, and if proposed, County may instead arrange for <br /> providing a base term of five (5) years and two (2) supplemental two (2) year extension terms. The County <br /> will provide a permanent structure at each of the WRCs where HHW collection will occur and be stored prior <br /> to regular collection by the Contractor. Both HHW facilities are currently permitted by the State to allow for <br /> 90-day storage of hazardous materials, and Contractor may leave partially filled containers in County's <br /> facility between collections in order to maximize program efficiency. Contractor will be responsible for all <br /> waste stored in County's facility. County certifies that County's facility is secure and equipped with adequate <br /> fire suppression system and alarm. <br /> 2.4 OVERVIEW OF BASE SERVICES <br /> 2.4.1 Screening and Collection of Hazardous Waste <br /> All labor and collection are the responsibility of the Contractor. The Contractor shall accept and <br /> process residential hazardous waste from Orange, Chatham, Durham, and Wake County Residents <br /> at both hazardous waste collection sites. CESQG waste from Orange County will galy be accepted at <br /> the Eubanks WRC. Residential hazardous waste only is to be accepted at the County's northern <br /> district site,the Walnut Grove WRC. <br /> The County will provide promotional literature that will illustrate the materials accepted at each of <br /> the sites. This information will indicate that explosives, radioactive materials, biologically active or <br /> infectious waste, and asbestos are not acceptable. Additional details regarding acceptable and non- <br /> acceptable materials are listed in Section 10. Should the County elect to accept non-acceptable <br /> waste, the County shall be responsible for the proper disposal of this waste. However, if or when <br /> such material is delivered, effort must be made by the Contractor to assist the County in the proper <br /> disposal of such materials. <br /> Residents will be educated on the importance of keeping HHW in proper containers with appropriate <br /> labeling. However, there will sometimes be items which residents cannot fully identify to staff at <br /> HHW. When that occurs, the Contractor must attempt to identify received unknowns, and analyze <br /> unknown material on site where necessary to allow for its disposal.
