In the spring of 2003,the <br /> HHW program transitioned from holding collection events on the first Saturday of the month to <br /> operating a full-time year round collection program accepting household hazardous waste four <br /> days per week. This agreement also allowed for small businesses, non-profits, and other public <br /> agencies within Orange County(CESQGs)to have access to Orange County's Program for fee- <br /> based disposal of commercial hazardous waste. <br /> The County expects the Contractor to continue to help the County's HHW program find ways to <br /> decrease per participant costs through creative handling of waste and through continued <br /> emphasis on reuse. Throughout the program,the County has, and will continue to, place <br /> preference on first reuse,then recycling materials first prior to exploring landfilling or <br /> incineration. <br /> Currently, the County manages used oil, used oil filters, antifreeze and batteries through internal <br /> staff and separate contracts but requests used oil, used oil filters, and antifreeze be collected by <br /> the same Contractor or a subcontractor under this RFP. In the future the County may either <br /> choose to handle more individual HHW materials itself(for example PCB Ballasts), or the County <br /> may ask its HHW contractor to provide assistance with the materials it had been previously <br /> handling. Primarily,the County is looking at transitioning alkaline batteries, non-lead acid <br /> batteries, and fluorescent light bulbs upon fund availability. The County may train some of its <br /> staff to handle HHW materials and expect that the Contractor would integrate them into the <br /> proposed operation to reduce overall operational labor costs. <br /> 2.2.2 Disposal Preference <br /> In the hierarchy of waste processing methods, Orange County is interested (when possible and <br /> economically feasible) in pursuing reuse,then recycling as a predominant handling method for <br /> wastes collected by our HHW Program. Following exploring reuse and recycling,the County <br /> understands landfilling and incineration to be additional options. The County requests final <br /> disposal or treatment locations are listed in the monthly report described in detail in Section 5 It <br /> is understood, that the disposal locations will not be known immediately and information should <br /> be updated as it becomes available. <br /> 2.2.3 Current HHW Facilities <br /> Orange County has two (2) permanent HHW collection centers. <br /> 1. Eubanks WRC (1530 Eubanks Road, Chapel Hill NC) <br /> 2. Walnut Grove WRC (3605 Walnut Grove Church Road, Hillsborough, NC). <br /> • Monday, Tuesday,Thursday, Friday: 7:OOam-6:OOpm <br /> • Saturday: 7:OOam - 5:OOpm <br /> • Sunday: 1:OOpm- 6:OOpm <br /> The Contractor must staff both sites for the duration of business hours.
