(See Section 5 for details of report format). <br /> 2. SCOPE OF WORK <br /> 2.1 INTRODUCTION <br /> Orange County, North Carolina on behalf of its Department of Solid Waste Management (hereinafter <br /> "County") is seeking proposals for a private contractor (hereinafter "Contractor")to operate and staff two <br /> collection sites for the County's permanent Household Hazardous Waste (hereinafter "HHW") collection <br /> centers currently located at 1530 Eubanks Road in Chapel Hill, NC and a collection and disposal service <br /> at the County's Waste and Recycling Center (WRC) located at 3605 Walnut Grove Church Road, Hurdle <br /> Mills, North Carolina. <br /> The collection center located at Eubanks Road in Chapel Hill, in accordance with NC Permit HHW-6806- <br /> 2018 will accept residential HHW as well as hazardous waste from Conditionally Exempt Small Quantity <br /> Generators (CESQG) including participating local governments and public school systems. The collection <br /> center at Walnut Grove, in accordance with NC Permit HHW-6805-2003 will only accept residential HHW <br /> as permitted. <br /> The County seeks proposals from private industry household hazardous waste collection experts to <br /> provide prompt service through efficient collection while not sacrificing service standards. Orange County <br /> seeks to increase cost effectiveness, and maintain a high level of service to participants, yet remain safe <br /> and compliant with all Federal, State and local household hazardous waste regulations. Orange County <br /> has been a proactive partner with its Contractor in the operation of the Orange County HHW program and <br /> will expect to work closely with the Contractor's staff. <br /> 2.2 BACKGROUND &CURRENT FACILITIES <br /> 2.2.1 Background <br /> The HHW collection program was established in 1994 as a cooperative program between local <br /> governments to collect hazardous waste from residents of Chatham, Durham, Orange, and Wake <br /> counties. The program began as a once per month collection event with a private vendor.
