External for the purposes of this RFP indicates all residents within the <br /> County are eligible to utilize the site during business hours. <br /> GLOBALLY HARMONIZED SYSTEM (GHS): GHS is an acronym for Globally Harmonized System and <br /> serve the same function that the MSDS does in OSHA's Hazardous Communication Standard. <br /> HOUSEHOLD HAZARDOUS WASTE: Chemical products such as cleaning solvents, paints, pesticides <br /> and other items disposed of by residential consumers. These wastes may also contain substances <br /> that can catch fire, react with other chemicals, explode, or are corrosive or toxic. <br /> INTERNAL SITES: Internal sites are defined as sites where only certified personnel are able to access <br /> drop-off locations for used oil, used oil filters and antifreeze. For the purposes of this RFP, internal <br /> sites consist of Chapel Hill Transit, Orange County Asset Management Fleet Maintenance, Eubanks <br /> Landfill, Carrboro Public Works and Hillsborough Public Works. <br /> MATERIAL SAFETY DATA SHEET(MSDS): MSDS is an acronym for Material Safety Data Sheet. An <br /> MSDS is a written document that outlines information and procedures for handling and working with <br /> chemicals. Current MSDS documents contain physical and chemical property information, potential <br /> hazard information, emergency procedures, and manufacturer contact information. <br /> ORANGE COUNTY LANDFILL: Located at 1514 Eubanks Road, houses vehicle and equipment <br /> maintenance shop that requires oil filter, oil and antifreeze pickup. <br /> PARTICIPANT: Person(s) delivering HHW materials to include Orange County residents, Wake, <br /> Durham or Chatham residents, Orange County Business, Government entity, non-profit, multi- <br /> housing property, or other entity utilizing the Household Hazardous Waste materials program. <br /> PROPOSER: Person or entity submitting a bid to the RFP. The successful proposer will become the <br /> Contractor. <br /> REQUEST FOR PROPOSALS (RFP): This document, detailing the Household Hazardous Waste material <br /> program for Orange County, North Carolina. <br /> USED OIL FILTERS, USED OIL, and USED ANTIFREEZE (OFOA): Residuals from performing normal car <br /> or vehicle maintenance to include used oil filters, drained oil and drained antifreeze. <br /> WASTE AND RECYCLING CENTER (WRC): Orange County has five (5)staffed WRC's that provide the <br /> public with the opportunity to drop-off numerous items. For the purposes of this RFP, OFOA will be <br /> collected from five (5)sites and staffing and HHW collection will occur at two (2) sites. <br /> 1.3 GENERAL REQUIREMENTS <br /> 1.3.1 Living Wage <br /> Orange County is committed to providing its employees with a living wage and encourages <br /> agencies it funds to pursue the same goal.
