A safety plan must be submitted to County as part of the proposal. <br /> Orange County will provide a covered area with concrete pad at its current solid waste management <br /> facilty located at 1514 Eubanks Road, Chapel Hill on which to conduct sorting activities and, provide a <br /> loader and driver to extract appropriate samples under the direction of contractor. A qualified Orange <br /> County staff member will be on-site during the course of the study or immediately available by phone to <br /> respond to any questions or needs that arise from the contractor. Orange County, may at its discretion, <br /> provide office or meeting space along with access to telephones and copying and printing capacity for <br /> the contractor's use during the course of the study. <br /> Orange County and UNC shall, in conjunction with the selected Contractor, determine which loads are <br /> directed to sampling and assist the Contractor in ensuring that the number of loads from each program <br /> corresponds to the Contractor's stipulated number to achieve the valid results. Orange County and UNC <br /> shall work with Contractor to ensure a steady flow of materials such that Contractor is not delayed or <br /> inhibited by lack of material to be sampled. Contractor may assist the process by developing and using a <br /> protocol to communicate with specific route drivers. This type of protocol and Proposer's experience with <br /> using it must be described in the proposal. <br /> Allowances shall be made for inclement weather that may impact the ability to collect, sample, or sort <br /> material. Either a make-up day or time will be scheduled or the sampling process adjusted so as to result <br /> in sufficient sampling and sorting to achieve desired confidence levels. Contract will set a maximum <br /> amount that may be paid taking into account possible delays. Any additional documented, legitmate <br /> expenses the Contractor may incur for this added sampling or delays up to the maximum contract <br /> amount may be paid by the County over and above the base contract price. A projected daily rate for <br /> delays, not to exceed the average daily rate for the whole proposal, due to weather or other similar <br /> events must be stipulated in the proposal in the table below <br /> Orange County may, at its discretion, provide up to two (2) skilled, knowledgable sorting staff for the <br /> study. Use of such staff shall substitute for any such labor ordinarily required by the Contractor to <br /> perform the sorting. The daily value of each substitute laborer shall be determined before the project <br /> begins and use of any such labor reflected in the invoices. Use of any such staff shall be determined by <br /> the County by 8:00 AM one working day before such staff use,to allow for the Contractor to reduce <br /> temporary contracted labor. The County will endeavor to make at least one full-time person available <br /> throughout the sorting period. Any change in labor costs from those proposed based on substitution of a <br /> County worker for temporary labor shall be explicitly expressed in the invoicing for the sampling portion <br /> of the project. <br /> 9 <br /> RFP No. 5253 <br />
