County staff will work with Contractor to identify which loads are to be sampled.
1. Conduct recycling composition study of materials from all programs detailed in Table 1 based on
appropriate samples delivered to a designated facility at Orange County Integrated Solid Waste
Management Facility located at 1514 Eubanks Road Chapel Hill, NC.
The dates will be mutually agreed to by the parties and Contractor shall sort recyclables and
contaminants into the categories shown in Table 2, Attachment G. The study will include a
sufficient number of samples for meaningful and statistically reliable estimates (minimum 90%
confidence interval). Indicate how proportions would be determined and how data would be
weighted, as necessary, at the end of the study.
2. Produce technical report with results detailed program-by-program (from Table 1) and compiled
overall with results for all programs also shown. Report shall include separate results for Orange
County recyclables by program from those from UNC by program or by locations as stipulated by
UNC. Report shall provide average percentages by weight of each item and a supportable
confidence level of 90%.
Report shall also detail contamination by type of contaminants, number of units of each
contaminant where applciable e.g. number of 'pencils', number of plastic bags, eggshells, etc.
and weight by category of contaminants. Proposers have some latititude and creativiy to
deteremine and state in their proposals the best ways to measure contamination. Categories
shall be agreed on by the parties. Draft report shall be submitted to County for review within
thirty(30) calendar days of completion of sorting.
3. Provide presentation quality data from the study for use by staff in presenting results for others.
Presentation materials shall be available within fifteen calendar days of acceptance by County of
Contractor's final report. Be able to present information from the sort to the Solid Waste Advisory
Group or Orange County Board of County Commisioners.
3. DETAILS OF SERVICES
8
RFP No. 5253
