Simply proportioning the sample size based on tons in
each program is insufficient for the approach.
2.2.2 SORTING CATEGORIES
Table 2 in Attachment G illustrates the categories of materials in which recyclables shall be sorted. If the
proposer wishes to submit another approach to sorting, that will be considered but a demonstrable
rationale must be included with the proposal explaining the proposed deviation from the categories used
in the waste composition studies.
2.2.3 MEASURING CONTAMINATION
One major element of the study is determining the amount and types of contaminants found in
recyclables collected from each program. The Proposer must determine and describe in detail the
protocols for measuring, describing the amounts and type of contamination within each sample taken.
Proposers have the opportunity to exercise some creativity and judgment in how they intend to express
contamination and explain the reasoning behind their options. The proposal ranking will be based partly
on how effectively this criterion is addressed.
Table 1 Recycling Programs and Tonnage to be Sampled in RCS
Program Service Stops Estimated Tonnage Service Provider
FY 17-18
Urban Curbside 19,000 households (20 routes) 5,960 Contracted Services
Rural Curbside 22,000 households (30 routes) 3,040 Orange County Solid Waste
Unstaffed Recycling Sites 4 1,810(includes OCC) Orange County Solid Waste
Staffed Recycling Sites 5 1,457 includes OCC Orange County Solid Waste
Commercial 500 stops 900 Orange County Solid Waste
Multifamily Resdiential 135 stops serving 1,040(does not Orange County Solid Waste
approximately 14,000 apts include OCC)
Orange County Schools 37 stops in the two systems 167 (includes OCC) Orange County Solid Waste
Chapel Hill Schools 174 (includes OCC) Orange County Solid Waste
UNC
UNC Residence Halls 26 stops, 201 carts (95 gallon) 167 tons* Contracted Service
outdoor carts (does not include
OCC)
UNC outdoor carts 54 stops, 329 carts (95 gallon) 338 tons* Contracted Service
(does not include
OCC)
UNC Walkways 72 locations Bin Included in mixed Contracted Service
7
RFP No. 5253
