At the region's center is Research Triangle Park, <br /> home to leading technological companies and federal research institutions, including IBM, <br /> GlaxoSmith Kline, Cisco, RTI International, the U.S. Environmental Protection Agency and the <br /> National Institute of Environmental Health Science. <br /> Orange County and the University of North Carolina (UNC) Chapel Hill are jointly seeking to have <br /> the selected Consultant perform an RCS on materials delivered to the Orange County Landfill <br /> located at 1514 Eubanks Road. The RCS will gather data using a methodology that is statistically <br /> representative of the materials received. <br /> 2.3 PROPOSED SERVICES <br /> Consultants are asked to propose their systems for delivering the following services: <br /> o Develop a methodology and conduct a physical analysis (recycling sort) of the material <br /> for the specific generator sectors <br /> o Analysis and report on material streams. <br /> 2.2.1 SAMPLING METHODOLOGY <br /> Recyclable materials from the programs operated by Orange County and UNC as listed in Table 1 <br /> shall be sampled . <br /> In your response, describe how you would attain a representative sample of the material that's <br /> collected within the County. Indicate the number of samples to be collected and sorted at the <br /> facility, and the number of days sampling would be required. While detailed development of this <br /> information will be conducted by the successful firm, the proposal shall indicate the approach to <br /> program design and and sampling rates/frequencies that are likely to prove statistically <br /> relevant. <br /> The plan should aim to provide statistically valid data with a 90% confidence level for each of the <br /> following program profiles: <br /> o Residential- Urban and Rural; <br /> o Multifamily; <br /> o Commercial; <br /> o UNC-Chapel Hill <br /> o Orange County Schools <br /> o Chapel Hill Carrboro City Schools <br /> o Staffed Drop Off Sites <br /> o Unstaffed Drop Off Sites <br /> The successful Consultant will work with Orange County and UNC staff to obtain the relevant <br /> information to create the final sample design,fine-tune field forms and field procedures, <br /> apportion samples, and select sampling days and sample truckloads. <br /> Each proposer shall offer options with costs and the rationale for selecting their preferred approach for <br /> conducting the RCS.
