The term of the Agreement between County and Contractor will be from on or about <br /> September 15, 2018 through June 30, 2019. <br /> 1.14.1 Proposal Evaluation and Selection <br /> Proposals will be evaluated and selected according to the criteria set forth in Section 5.3. The <br /> selected firm and the County will negotiate a contract. It is intended that the function of the <br /> contract negotiations is to reach agreement on a contract based on the scope of services <br /> contained in this RFP and on the information contained in the proposal submitted by selected <br /> Proposer. Contractor must sign the contract agreement within ten (10) days after notification of <br /> award and Agreement as to terms. If, after award a contract is not signed within a ten (10) day <br /> period, the County reserves the right to terminate all negotiations and select one of the other <br /> finalists or issue a new RFP. <br /> 1.14.2 Right to Reject <br /> Issuance of the "Request for Proposal" does not commit the County to award a contract, to pay <br /> any costs incurred in preparation of a proposal to this request, or to procure or contract for <br /> service or supplies. The County reserves the right to reject any and all proposals, and to re- <br /> advertise. The County may at its option, perform the services. <br /> 1.14.3 Contract Payment <br /> Payment will be made by the County to the Contractor within thirty(30) days after the receipt by <br /> the County of a complete and accurate invoice for work done which is reasonable and allocable <br /> to the Contract and has been performed to the satisfaction of the County. Amounts on invoices <br /> shall not include amounts allocated to tasks on which no work has been done. <br /> 1.14.4 Price Adjustments <br /> The prices are set for the contract term as proposed by the Contractor in the RFP. <br /> 2. SCOPE OF WORK <br /> 2.1 PURPOSE <br /> Orange County is seeking an experienced and qualified consulting firm (Consultant)to determine <br /> the composition of recyclable materials generated in Orange County and its municipalities;this will <br /> be accomplished by conducting a Recycling Composition Study (RCS)within the County limits.
