If text is contradictory <br /> between the contract and the RFP, the text in the RFP will preside. <br /> COUNTY: Orange County, North Carolina <br /> COUNTY'S RESPRESENTATIVE-The main contact person between the Contractor and the County <br /> as it relates to contract management, issues, education and outreach, etc. <br /> ORANGE COUNTY LANDFILL: Located at 1514 Eubanks Road. <br /> REQUEST FOR PROPOSALS (RFP): This document, detailing the Recycling Composition Study for <br /> Orange County, North Carolina <br /> 1.3 GENERAL REQUIREMENTS <br /> 1.3.1 Living Wage <br /> Orange County is committed to providing its employees with a living wage and encourages <br /> agencies it funds to pursue the same goal. A copy of Orange County's Living Wage Contractor <br /> Policy is included in Attachment C. <br /> 1.3.2 HB786 <br /> HB789 imposes E-Verify requirements on contractors who enter into certain contracts with <br /> state agencies and local governments. The legislation specifically prohibits governmental <br /> units from entering into certain contracts "unless the contractor and the contractor's <br /> subcontractors comply with the requirements of Article 2 of Chapter 65 of the General <br /> Statues." (Article 2 of Chapter 65 establishes North Carolina's E-Verify requirements for <br /> private employers.) It is important to note that the verification requirement applies to <br /> subcontractors as well as contractors. The new laws specifically prohibit governmental units <br /> from entering into contracts with contractors who have not (or their subcontractors have not) <br /> complied with E-Verify. <br /> 1.3.3 Regulations <br /> Contractor will comply with all federal, state and local laws, rules and regulations and <br /> ordinances as applicable to the project. <br /> 1.3.4. Contract Award <br /> Awarded contractor(s) must accept the terms of the attached sample contract. <br /> 1.4 ELIGIBLE CONTRACTOR <br /> Eligible Contractors will meet the following requirements: <br /> • A business licensed to operate in NC <br /> 2 <br /> RFP No. 5253 <br />
