DocuSign Envelope ID:60890E67-6F1D-48BF-9BD4-7E57F52CDE30 <br /> Orange County,North Carolina <br /> RFP#5253 for Recycling Composition Study <br /> Section 5: Project Approach <br /> Number of Samples <br /> As described in the protocol, KCI is proposing to conduct the RCS over 5 consecutive days during which <br /> up to 55 samples of single stream recyclables will be pulled and hand sorted, for an average of 5 samples <br /> from each of the 11 programs included in the RCS. A minimum of 3 samples is required to calculate a <br /> 90%confidence interval. Based on KCI's experience with analyzing RCS data, a sample size of 5 will in <br /> most cases produce statistically relevant 90%confidence intervals for major categories of recyclable <br /> materials. For programs with less tonnage and for programs that deliver fewer than 5 loads of <br /> recyclables during the week, KCI may pull fewer than 5 samples or may pull multiple samples from a <br /> load. KCI will work with County and UNC staff to develop a program-specific sampling schedule. <br /> The greater the number of samples,the greater the level of accuracy and the narrower the 90% <br /> confidence interval. Therefore, KCI offers an alternative proposal to conduct a 6-day sorting event <br /> (Monday-Saturday) during which up to 66 samples would be sorted,for an average of 6 samples per <br /> program. <br /> Material Categories <br /> KCI has reviewed the material categories listed in the RFP and proposes a few modifications to the list of <br /> materials for the RCS. KCI has extensive experience working with single stream MRFs and processing <br /> equipment, material markets and specifications, and processing contracts. Our proposed categories <br /> incorporate the critical recyclable commodities that single stream MRFs can produce and market. For <br /> example,the industry standard for a single stream MRF is to produce three paper commodity streams: <br /> corrugated cardboard, mixed paper, and newspaper. Our methodology aligns with these and will <br /> determine the inbound composition for these three materials. Our categories also align with the <br /> material types accepted in the County's program. For example, #2, #4, and #5 plastics are separate from <br /> other resin types since the County does not accept#3,#6, and #7 plastics. We have also separated PET, <br /> HDPE-colored, and HDPE-natural bottles into separate categories as these materials have very different <br /> market values and many single stream MRFs process these into separate commodity streams. <br /> KCI has also modified the list of contaminants in the material categories provided in the RFP. The <br /> material categories proposed by KCI incorporate contaminants that are important to the operation of a <br /> MRF (such as wet fiber), while also informing the County about the major types of contaminants within <br /> the recycling stream (such as organics and hazardous waste). Furthermore, KCI will perform a count, in <br /> addition to weight, of some of these more critical contaminants, such as tanglers and bagged materials, <br /> as often it is the number of these rather than the percent by weight that affects the processing <br /> operation. <br /> KCI is fully amenable to working with the County to modify and refine the material category list to meet <br /> the goals of the County and is willing to use the list of materials in the RFP.
