Attachment A to
this proposal provides our proposed Sampling and Sorting Protocol, which includes our proposed
material categories.Attachment B provides our proposed Site Safety Plan. These documents are all
marked as "CONFIDENTIAL" as it is a "trade secret" as defined in NC General Statues 66-152(3) and is
proprietary information belonging to KCI. KCI has spent considerable time and resources customizing the
protocol over our extensive years of conducting RCSs.
Please note: we are happy to modify all documents to meet the needs of the County.
Benefits of ICU's Protocol
During our two decades of RCS experience, KCI has been
refining and fine tuning our RCS protocol to keep up to KCI successfully
date with the ever-changing recyclables stream, recommended innovative
packaging materials, and recycling markets. Some of the approaches for system-wide
benefits of KCI's methodology are discussed below. changes to the County's solid
waste program that
• Prior to pulling samples of recyclables, KCI will immediately increased
ensure the load is thoroughly mixed. Because operational efficiencies and
recyclables have drastically different densities resulted in significant cost
(i.e.,glass versus plastic bottles), materials tend savings to the County
to settle during collection and transport. Mixing
helps to redistribute the materials and disrupt Joe Dawson
any stratification that occurs, ensuring a more County Attorney
representative sample. Charleston County,SC
• KCI takes extra precautions to ensure accurate
weighing. We line all containers with a new
plastic bag at the beginning of each sample to ensure sorted materials are weighed accurately.
Our method eliminates the potential for inaccurate weighing caused by the residue from
previous samples remaining on containers, which is an issue for firms that use unlined
containers and only record tare weights at the beginning of the sort.
• KCI will be conducting the RCS across an entire week. This allows samples to be pulled from
across the entire cross section of each program, rather than just select days. For example, we
will be pulling samples from the residential collection programs every day of the RCS, meaning
we have a more thorough representation of all areas of the County that are collected during
that week.
• KCI uses an electronic tablet in the field to enter all data. The data is saved in duplicate and
backed up to KCI's servers every night. This ensures the security of the data and removes the
risk of lost or destroyed hard copy data sheets. Furthermore, the time and potential errors of
entering data from the hard copy to an electronic version are eliminated.
kessler consulting inc.
Proposals 2018\Orange Co Proposal-final 31 innovative waste solutions
