<br /> Peter is the Project Manager for a waste generation and composition study and strategic plan for
<br /> Penn State University. The project includes in-depth analysis of all discarded materials from diverse
<br /> building types (administration, classroom, dining, sport, and residential). This information, along
<br /> with assessment of operations and facilities, is being used as the basis for development of a solid
<br /> waste plan to improve recovery, program performance, and cost effectiveness. Peter is responsible
<br /> for strategic oversight and management of all project activities.
<br /> Materials Recovery Facility Development, Emerald Coast Utilities Authority, (ECUA), Pensacola, FL
<br /> Peter worked closely with ECUA throughout development of its state-of-the-art MRF. Initially, he
<br /> assessed various recycling and processing scenarios including different types of processing options
<br /> and regionalization opportunities. Once ECUA decided to develop its own MRF, his work focused on
<br /> two partnerships with the private sector—one to provide the processing system and one to operate
<br /> the MRF.This involved developing procurement documents, analyzing and comparing proposals,
<br /> participating in team meetings, shortlisting vendors, and negotiating contracts. For the equipment
<br /> procurement, Peter reviewed MRF design including building specifications and processing system
<br /> design and drafted the performance statement. For the operator procurement, he helped negotiate
<br /> the operating fees and revenue sharing terms, drafted the contract, and reviewed the operating
<br /> plan. Peter was Project Manager for all recyclables composition studies conducted for ECUA.
<br /> Recyclables Composition Study and Processing Contract Assistance, Lee County, FL
<br /> Peter has managed a project assisting Lee County with renegotiating the county's contract with its
<br /> recyclables processing contractor at the county-owned MRF. Peter was integral in planning the
<br /> recyclables composition study to ensure that the study produced results that would be usable in
<br /> these negotiations. Peter is currently providing strategic and technical assistance to in reviewing
<br /> documents and letters from the processor and drafting language for amendments to the contract.
<br /> i= Recycled Materials Collection and Processing Analysis, Major Theme Park, Florida
<br /> Peter coordinated this analysis of four recycling programs alternatives, including conversion to
<br /> single stream, addition of glass, and alternative processing and marketing strategies. Work included
<br /> estimating recovery rates, estimating capital and operating costs, and identifying the advantages,
<br /> disadvantages, and strategic implications for each alternative. The results allowed the client to
<br /> identify opportunities to improve efficiency, reduce costs, increase diversion, and maintain a
<br /> financially sustainable recycling program.
<br /> Materials Recovery Facility Analysis, Boulder County, CO
<br /> Peter coordinated this detailed operational and financial evaluation of the Boulder County Recycling
<br /> Center. A two-day on-site audit took a comprehensive look at facility layout, process flow,
<br /> equipment configuration, sorting procedures, labor requirements, and commodity production.
<br /> Supplemented with analysis of historical records, KCI determined key performance metrics for the
<br /> MRF compared to industry standards and developed practical recommendations for improving
<br /> current operations.
